Are you a data expert passionate about making a real-world impact? @Orchard LLC is seeking a Senior Data Analyst to join a mission-critical project supporting the National Oceanic and Atmospheric Administration’s (NOAA) Office of International Affairs, Trade, and Commerce (OIATC). Your work will be central to the global fight against illegal, unreported, and unregulated (IUU) fishing, one of the greatest threats to marine ecosystems and fair international trade. In this role, you will not just analyze data; you will uncover the stories and patterns hidden within complex trade and fisheries information. The insights you generate will directly inform U.S. policy, strengthen the enforcement of seafood traceability programs, and support international negotiations aimed at protecting our planet’s marine resources. Senior Data Analyst , you will be the team’s expert in quantitative and qualitative analysis, transforming raw data into actionable intelligence. Advanced Data Analysis:
Lead the collection, categorization, analysis, and interpretation of complex and diverse datasets related to international fisheries and trade. Risk Assessment & Modeling:
Develop and apply innovative analytical approaches for risk assessment, effectively integrating both quantitative and qualitative information to identify potential IUU fishing and supply chain vulnerabilities. Data-Poor Environment Analysis:
Guide team analysis and develop sound methodologies for drawing meaningful conclusions even when working with incomplete or data-poor sets. Economic Impact Analysis:
Provide analytical leadership and oversight for economic assessments of the Seafood Import Monitoring Program (SIMP), guiding analysis and ensuring the quality of project deliverables. Data Storytelling:
Translate complex analyses into clear, compelling data visualizations and written narratives for policymakers, stakeholders, and non-technical audiences. Required Education & Experience We are seeking a candidate with a strong quantitative background and a demonstrated interest in natural resource management. Education:
A Bachelor’s degree in a quantitative or scientific field, such as Data Science, Statistics, Economics, Marine Science, or a related discipline, is
required . An advanced degree (Master's or Ph.D.) is highly preferred. Professional Experience: Significant professional experience working with large, complicated datasets, with a strong preference for experience with international trade data. Demonstrated work experience or a strong academic background in natural resource management, particularly related to fisheries, IUU fishing, and seafood supply chains. Technical Skills: Advanced proficiency in data analysis using tools such as
R ,
SQL , and
Google BigQuery . Expertise in creating impactful data visualizations using platforms like
Looker ,
R Studio
(e.g., ggplot2, Shiny), Tableau, or similar software. Communication:
Exceptional communication skills with the ability to work collaboratively and explain complex results to diverse audiences. Preferred Qualifications Professional proficiency in one or more non-English languages is preferred but not required.
