This position is based in Silver Spring with some flexibility for an approved hybrid/remote work schedule. Some travel for meetings, conferences, and site visits may be required.

Are you a data expert passionate about making a real-world impact? @Orchard LLC is seeking a Senior Data Analyst to join a mission-critical project supporting the Oceanic and Atmospheric Administration’s (NOAA) Office of International Affairs, Trade, and Commerce (OIATC). Your work will be central to the global fight against illegal, unreported, and unregulated (IUU) fishing, one of the greatest threats to marine ecosystems and fair international trade. In this role, you will analyze data to uncover stories and patterns within complex trade and fisheries information. Your insights will inform U.S. policy, strengthen seafood traceability enforcement, and support international negotiations to protect marine resources. Senior Data Analyst , you will be an expert in quantitative and qualitative analysis, transforming raw data into actionable intelligence. Advanced Data Analysis:
Lead the collection, categorization, analysis, and interpretation of complex datasets related to international fisheries and trade. Risk Assessment & Modeling:
Develop and apply innovative analytical approaches for risk assessment, integrating quantitative and qualitative data to identify IUU fishing and supply chain vulnerabilities. Data-Poor Environment Analysis:
Guide team analysis and develop methodologies for drawing conclusions from incomplete or limited data sets. Economic Impact Analysis:
Lead analytical efforts for economic assessments of the Seafood Import Monitoring Program (SIMP), ensuring quality of deliverables. Data Storytelling:
Create clear visualizations and narratives to communicate complex analyses to policymakers, stakeholders, and non-technical audiences. Required Education & Experience We seek candidates with a strong quantitative background and interest in natural resource management. Education:
Bachelor’s degree in Data Science, Statistics, Economics, Marine Science, or related field is
required . An advanced degree (Master's or Ph.D.) is highly desirable. Professional Experience: Experience working with large, complex datasets, especially related to international trade. Background in natural resource management, fisheries, IUU fishing, or seafood supply chains. Technical Skills: Proficiency in data analysis tools such as
R ,
SQL , and
Google BigQuery . Experience creating impactful visualizations with platforms like
Looker ,
R Studio
(ggplot2, Shiny), Tableau, or similar. Communication:
Excellent communication skills, with ability to explain complex results to diverse audiences. Qualifications Proficiency in additional languages is a plus but not required.
