The Office of Injured Employee Counsel (OIEC) is the state agency that helps injured employees with their Texas workers' compensation claims. The agency assists, educates, and advocates on their behalf. OIEC provides services in 20 offices across the state. Agency services include advocacy, customer service, and dispute assistance through OIEC's Ombudsman Program. Programmer IV - Austin As the Programmer IV, you will support existing agency operations as part of a broader team that plans, develops, and implements a new case management system. This will include SAS programming to ensure various important agency functions are met and tracked. Performs advanced (senior-level) computer programming work and highly complex coding, testing, and debugging of applications. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position may allow for telework, at the manager's discretion. You will be required to report to the office as needed to attend meetings, training, and other job duties. Employees who are allowed to telework must have a secure, dedicated workspace with Internet service. This position: Analyzes users' needs; designs, tests, and develops software to meet those needs related to development and implementation of a case management system. Performs complex programming, testing, and debugging using SAS software: Compiles and queries multiple data sources using proper reasoning and logic for assisting with, handling, and solving complex issues and problems. Evaluates the agency's business requirements to assist in identifying data element migration and to help identify new data elements in the case management system. Works with staff to prepare detailed workflow charts and diagrams that describe input, output, and logical operation and converts them into a series of instructions coded in a programming language. Works with agency staff and across organizations to identify and coordinate programming needs. Performs related work as assigned. This position requires: Graduation from an accredited four-year college or university Three (3) years of experience using analytic software applications such as SAS, STATA, SPSS or other statistical software, specifically performing complex programming, testing, and debugging using SAS software. Experience and education may be substituted for one another on a year-by-year basis. Additionally, preferences for this job are: Experience developing case management system or similar systems for the state of Texas Experience with visualization software such as Tableau. This position requires demonstrated knowledge of: Principles, practices, and techniques of programming and systems analysis; computer operations procedures and systems; and computer programming languages, and Ability to interpret technical information related to programming and data processing. This position requires demonstrated skill in: Problem solving, in critical thinking, in computer programming, in the use of hardware and software, and Modifying or developing software for applications. This position requires the demonstrated ability to: Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds. Maintain the confidentiality of sensitive information. Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments. Manage workload and priorities to meet necessary deadlines. Work both independently and as a team player.
