SUMMARY OF POSITION

The Mayor's Office is seeking a highly organized and analytical Project Manager to support the Mayor's Office of Overdose Response and lead the City's behavioral health quality assurance (QA) and quality improvement (QI) work under Paragraph 97 of the Consent Decree. This newly created role is a peer to the Behavioral Health Project Manager and was developed in response to identified needs within the evolving implementation of the City's behavioral health commitments.

The ideal candidate will have experience with data analysis, system-level quality improvement, and multi-stakeholder project management. This role plays a critical part in the development and execution of a multi-agency continuous quality assurance and quality improvement (QA/QI) framework focused on reducing police interventions in behavioral health crises and expanding access to effective, community-based services. The candidate will work with various City agencies to include but may not be limited to: Baltimore City Police Department (BPD), Fire Department (BCFD), Health Department, as well as external partners. This work is essential for the City's compliance with the Mayor's Executive Order outlining the City's use of Opioid Restitution Funds and Paragraph 97 of the Consent Decree and will help shape a more responsive, coordinated behavioral health crisis system.

CONSENT DECREE CONTEXT In 2017, the City of Baltimore and the Baltimore Police Department (BPD) entered into a Consent Decree with the U.S. Department of Justice (DOJ) to address findings of unconstitutional policing practices. Paragraph 97 of the Consent Decree requires the City to implement a multi-agency QA/QI process that: Identifies gaps or obstacles to reducing police involvement in behavioral health crises

Redirects individuals in crisis toward more appropriate behavioral health care Regularly evaluates data from 911 and 988 calls, on-scene referrals, BPD contacts, mobile crisis runs, and community-based programs

Conducts semiannual random audits of behavioral health CAD incidents and crisis-related calls

Uses findings to surface system-wide trends and service gaps

The QA/QI process must be ongoing and evolving. It requires collaboration with the Behavioral Health Collaborative, data advocacy, refinement of protocols and training, and partnership-based strategies to improve the behavioral health crisis system.

BALTIMORE CITY MAYOR'S OFFICE OF OVERDOSE RESPONSE (BCMOOR)

Creating as part of Baltimore's oversight to the use of Opioid Restitution Funds and coordinate a City-wide response to addressing the overdose crisis, BCMOOR aims to build a Baltimore City where people impacted by substance use are supported, safe, and thriving; where services for people impacted by substance use are stigma-free, person-centered, and the highest quality; and where systems serving people impacted by substance use work together, address and redress historic harm and inequity, and meet and respond to the community's needs.

KEY RESPONSIBILITIES

Consent Decree (Approximately 70%)

1. Develop and lead the QA/QI Framework

Build and manage a citywide, multi-agency QA/QI process aligned with Paragraph 97 of the Consent Decree

Coordinate all quality assurance activities including:

911 Diversion Reviews (Monthly)

Sentinel Event Reviews (Quarterly)

CAD Audits of Behavioral Health Calls (Semiannually)

Mobile Crisis and 988 Response Assessments (Quarterly)

Lead QA/QI team operations and ensure the consistent application of review protocols

Identify and track key performance metrics, indicators of success, and systemic gaps

Advocate for necessary data access and ensure that data sharing across partners follows applicable privacy laws

2. Analyze, Audit, and Report

Analyze data across 911/988 calls, police contacts, on-scene referrals, and crisis response activity

Manage the production of semiannual CAD audits and Sentinel Event review reports

Draft sections of the Consent Decree's Semiannual Reports related to quality assurance and system trends

Synthesize complex findings into actionable insights and recommendations

3. Coordinate with Stakeholders

Serve as the lead liaison between QA activities, the Behavioral Health Collaborative and its subcommittees

Facilitate discussions on identified system gaps, underfunded needs, or missed intervention opportunities

Collaborate with Behavioral Health System Baltimore (BHSB), BPD, BCFD, and other stakeholders to inform changes in training, protocols, and policy

Engage individuals with lived experience to incorporate their expertise in QA/QI processes

4. Convene and Present

Facilitate multi-agency QA/QI meetings and cross-system working groups Present QA findings in relevant meetings and other settings as needed Baltimore City Mayor's Office of Overdose Response (Approximately 30%)

Provide project management and coordination to support the city-wide response to the overdose crisis

Coordinate and engage with community members and key stakeholders around overdose prevention; participate, organize, and liaise with teams associated with program implementation and substance use disorders.

Provide QA/QI support for Opioid Restitution funded programs in collaboration with the Mayor's Office of Recovery Programs (MORP)

Manage and control day-to-day program needs, issues, and quality

Other duties as assigned

REQUIRED QUALIFICATIONS

Proven experience in quality assurance, evaluation, or quality improvement, ideally in public or behavioral health settings

Strong data analysis skills and ability to synthesize complex information from multiple systems

Excellent project management and stakeholder coordination abilities

Strong written and verbal communication skills, with experience producing reports and presenting findings

Comfort navigating ambiguity and designing new systems in evolving, cross-sector environments

Familiarity with confidentiality regulations and data-sharing best practices

Proficiency in Microsoft Office Suite, Google Workspace, and data visualization tools

Fluency with statistical programming language (preferably R)

Basic understanding of SQL

PREFERRED QUALIFICATIONS

Master's degree or equivalent experience in public administration, public health, social work, behavioral health, or related fields

Familiarity with behavioral health crisis systems, emergency response protocols, or CAD systems

Knowledge of the Baltimore behavioral health landscape or local government processes

Experience leading multi-agency workgroups or cross-sector quality improvement initiatives

Demonstrated commitment to equity and inclusion in public systems

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

Probation

All people, including current City employees, selected for this position must complete a mandatory six-month probation.
