GENERAL STATEMENT OF DUTIES : This position is responsible for leading a full spectrum of financial services for the City of North Miami, including General Ledger Accounting, Grant Accounting, Treasury, Accounts Payable and Receivable, Budgeting, Payroll, Financial Systems, and Purchasing & Contracting. The Chief Financial Officer/Finance Director will guide the Finance and Budget teams within the Organization. This position also oversees administrative work in planning, organizing, coordinating and directing the financial activities of the City. Distinguishing Characteristics Of The Class
The Finance Director serves as a financial expert/consultant to the City Manager by providing counsel, expertise guidance to the City management, administrators, and staff in financial services matters. The selected individual leads and inspires the Financial Services team in the delivery of financial processes, developing cross-functional partnerships, and providing innovative and reliable financial guidance and plans. They install and maintain a central accounting system for the City, which includes all internal and financial controls; direct and coordinate functions of the department including budget and utility billing. The Director provides department heads and the City Manager with timely and informative financial reports and statements. The work of the Finance Director is reviewed through conferences with the City Manager and by independent post audits. Independent judgment in resolving department problems within the scope of established policies and procedures. Essential Job Functions
Directs the maintenance of a central accounting system for the City government and its agencies in accordance with GASB principles, ensuring detailed financial and statistical data for management and statutory requirements. Oversees the development and preparation of the annual budget and implements strategies to align expenditures with City goals. Directs financial and strategic planning to assure fiscal integrity and accountability, ensuring expenditures do not exceed appropriations. Develops long and short-term plans to meet operational and financial goals, including resource prioritization. Implements strategies to align the City's budget and expenditures with its goals. Develops and maintains spreadsheets to monitor expenditures and control costs. Assesses the impact of the Capital Improvement Plan on the operating budget. Prepares budget presentations for the City Council and makes oral presentations on finance matters when required. Attends Council meetings, community meetings, public hearings, and staff meetings. Supervises professional, technical, and clerical employees in various financial functions. Develops, implements, and maintains complex financial reporting and internal controls. Provides documents for disbursement of City funds according to established procedures. Assists the City Manager with budget and revenue/expenditure projections. As Treasurer of pension plans, administers pension fund activities and monitors investments. Reviews and analyzes financial statements, cost reports, and receipts/expenditure statements. Oversees claims approval, audit, and certification processes. Prepares expenditure statements for budget planning. Directs billing and collection functions for water and sewer services. Guides the budgeting function and advises departments on grants and strategic plans. Prepares ad-hoc analyses and maintains historical financial data. Ensures compliance with 'Truth in Millage' guidelines and balances operating budgets. Reviews official tax and budget documents and conducts research on financial issues. Prepares documents for public hearings and budget adoption. Minimum Requirements
Master’s degree in accounting, Finance, Public/Business Administration, or related field plus 8 years of professional experience, or Bachelor’s degree plus 10 years of experience, preferably in local government. CPA or CGFO certification required. Experience with Tyler Munis ERP or similar financial software, and grants management experience. Additional Requirements
Valid Florida driver’s license. Skills
Thorough knowledge of laws, standards, and regulations pertaining to the position. Expertise in budget development, financial analysis, governmental accounting, and management information systems. Ability to lead, evaluate, and organize work of staff. Excellent interpersonal, judgment, and communication skills. Physical ability to perform duties. Proven leadership in organizational change and diversity initiatives. Strategic thinking and team mentoring skills. Experience in unionized environments and complex financial management.
