Job Summary

Grant Manager involves providing analytical, financial and training activities in support of contract and grant proposal

development, grant-writing, funding, administration, and budget development. Activities may include pre-award

proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private

sponsors. Involves activities associated with analyzing research funding trends and sources, forecasting,

planning, and managing of research portfolios by performing some or all of the following: coordinating and

identifying and developing and / or presenting proposals, contracts and other agreements; reviewing proposals

to ensure institutional compliance and program success; negotiating, administering and monitoring contract and

grant awards, including compliance with regulations, terms and conditions; financial management and reporting;

and sub award / subcontract issuance and administration.

Having wide-ranging experience, uses contracts and grants concepts and organization objectives to assess and

resolve the most complex contracts and grants issues having organization-wide impact. Given scope and impact,

this role only exists in a central research administration organization. Manages the most complex transactions.

Advises on the most complex proposals, including those involving large collaborations, international

collaborators, complex contracts. Reviews research / training contract and grant proposals to extramural

sponsors to ensure the proper commitment of institutional resources and compliance with institutional and

sponsor policies. Proposals and contracts have direct organization-wide impact. Eligible for full delegation of

authority to submit proposals on behalf of the organization and to act on behalf of the organization with federal,

state and non-profit sponsors of extramurally funded grants, contracts, cooperative agreements and

subcontracts and in acceptance of same. Serves as signing authority for less experienced staff. May serve as a

staff manager and oversee staff, or may serve as a subject matter expert and is often recognized as an expert

for the organization in the industry in a particular area, such as federal contracts, state contracts, subcontracts

or information systems, or sponsored project administration and compliance.

Incumbent oversees over $345 Mil in state and federal funding for the Global Strategic Information and Public

Health Practice Center. This includes ~$6 mil in funding for the Global Health Sciences which are international,

multi-country and multi-project awards with complex monitoring and reporting requirements. Incumbent

formulates strategies for new initiatives, and provides direction to Centers for Disease Control partner countries

to ensure spending is within the limits as directed by OGAC. Incumbent mentors and works with new and senior

project principal investigators to share the expertise and institutional knowledge. Incumbent represents the

Global Strategic Information to CDC headquarters trains new sub- contractees in sub-award management.

Incumbent functions as the finance lead on calls/meetings. The incumbent also manages FRS activities for

GSI/PHPs CDPH grants which include $~340 million across multiple awards and support 234 employees. This

position serves as the Point of Contact for financial and programmatic counterparts at CDPH and oversees IGHS

FRS staff, supporting them with projections, coverage and all other issues that arise around the financial

management of CDPH grants.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $110,400 - $235,400 (Annual Rate).

Department Description

The Center for Global Strategic Information (GSI) and Public Health Practice (PHP), part of UCSFs Institute for

Global Health Sciences (GHS), is a group of approximately 300 employees working on projects that focus on

strengthening health systems by providing public health leaders, clinicians, and policy makers with the

knowledge and means to develop strategic information for planning and decision-making. GSI programs focus

on Monitoring & Evaluation (M&E), Surveillance and Health Information Systems for infectious diseases in Africa,

Asia, Eastern Europe and Latin America and the Caribbean with major funding coming from the Presidents

Emergency Program for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC).

The projects span 20+ activities in 5-10 countries with annual budget of approximately $6 million. Specifically,

GSI has in-country presence, full time staff and registered entities (UC Global Programs) in 4 countries

(Tanzania, Uganda, Kenya, Vietnam,), and is undertaking activities in many other countries (including Ethiopia,

and several other countries in Asia),

PHP programs focus on working with State Tribal, Local and Territorial (STLT) health jurisdictions across

California, Arizona, Nevada, Hawaii and the US Affiliated Pacific Islands. This includes directly hiring over 230

employees seconded to the California Department of Public Health and working directly with STLT health

departments to improve capacity to implement evidenced-based strategies and interventions for public health

emergency preparedness and response

Required Qualifications

Bachelor's degree in related area and / or equivalent experience / training 10+ years related experience Expert knowledge of pertinent federal and non-Federal sponsor regulations including OMB Circulars, the NSF and PHS Grants Policy Statements, Federal Acquisition Regulation, patent and copyright law, and cost-accounting standards Expert knowledge and understanding of the compliance and sponsor policies related to research administration Expert knowledge of federal, state and non-profit sponsor regulations, policies, requirements, procedures and areas of interest Ability to perform highly complex financial analysis and customized reporting Demonstrated expert level competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Leadership and mentoring skills to develop and oversee less experienced analysts. Expertise in the areas of fiscal management, human / animal subject compliance, intellectual property, conflict of interest, procurement, property management, environmental health and safety, and human resources (for academic and staff positions). Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles Expert knowledge of effective grant funding processes, procedures and techniques Expert communicator, written and verbal
