This position is located at MES Headquarters in Millersville, MD but the selected candidate may be assigned to work offsite within various partner agency locations. The successful candidate will have demonstrated experience in applying proven communication, analytical, and problem-solving skills, while managing multiple projects. The Business Analyst will elicit, analyze, communicate, and validate current business processes to identify areas for improvement, as well as identify new requirements for changes to the business process, policies, and information systems. The Business Analyst will also develop and maintain custom reports, dashboards, and data analytics for ensuring the effective deployment, support, and optimization of software applications within the agency and for various clients. This role involves working closely with various internal and external clients, and development teams to analyze and document needs, provide technical solutions, and ensure smooth user experience. Key responsibilities include gathering and documentation of business requirements from stakeholders. Collaborating with project managers and senior developers to design, develop, test and maintain software and web-based applications. A highly desirable candidate will possess experience with Agile/Scrum methodologies through training or certification, such as a Certified Scrum Master (CSM) and demonstrate proficiency in data analysis tools like SQL, Tableau, Power BI, and Excel. Exposure to tools like JIRA, TFS, DevOPS, Confluence, or Trello for managing requirements and tasks is preferred. Familiarity with the documentation of requirements analysis, feasibility studies, software design lifecycle, sprint planning and programming, pilot testing, installation, evaluation and operations management, as well as ESRI Geographic Information Systems like ArcGIS Pro, Experience Builder, and ArcGIS Online, is a plus.Estimated Pay Range:$80,901.39 - $85,000Benefits:Health Insurance with choice of medical plan and prescription, dental, vision, and life and disability insurance options, along with flexible spending accounts401K retirement savings program with generous agency matchPaid vacation, personal and sick leaveTen paid holidays per yearTuition assistanceMinimum Requirements:Bachelor's degree from four-year college or university in one of the following subject areas: Computer Science, Information Systems, Business Administration or related field, plus five years related experience.
