The Chief Of Mental Health Services is an executive-level position responsible for planning, organizing, and directing the Department's constitutionally mandated mental health services. This role ensures statewide service delivery through effective resource allocation, quality assurance, and continuous improvement. The scope of responsibility includes both incarcerated and community corrections populations, with oversight of clinical and administrative functions across a wide range of settings. These include supervision of licensed mental health professionals, management of Department of Behavioral Health and Developmental Services (DBHDS) licensed units, and leadership of DOC-operated mental health hospitals accredited by The Joint Commission. The position also manages partnerships with Community Services Boards and external providers. Additionally, the Chief oversees the agency's sex offender treatment programs for incarcerated individuals and coordinates with the sex offender civil commitment process to ensure compliance with the Code of Virginia. Minimum Qualifications Direct clinical experience in mental health services. Licensed as a Clinical Psychologist by the Virginia Board of Psychology. Supervisory experience in a treatment setting. Considerable working knowledge of the principles, practices, and current developments in the field of mental health including familiarity with applicable Federal and State codes, standards, and laws. Previous supervisory experience. Previous experience testifying in Court and working with Legislature and/or other outside entities. Demonstrated ability to administratively and clinically manage staff, services, and resources in a large, complex organization. Ability to formulate policy and procedure, to plan and direct programs, to provide for consultation, supervision, and direction across a range of disciplines and to communicate effectively.
