Prog Mgmt Analyst Closeout
Provide analysis and support to assigned program area by planning, developing, monitoring and evaluating projects and programs. Support and assist project managers and program coordinators with the financial management of projects and certification of project expenditures. How you will contribute: Facilitate Certification of Project Expenditures: Conduct quarterly reviews and certification of project expenditure activity on all active projects. Provide labor and non-labor hours and expenditures charged to projects. Review expenditures, identify potential problem areas, and provide notification of concerns or errors. Work with PMs to develop plans for corrective action to address concerns with project charges. Prepare journal vouchers. Review charges and verify with Right-of-Way. Monitor compliance of certification process. Provide compliance statistics. Maintain records to include certifications on file for projects by each project manager and coordinator. Program Project Accounting: Analyze and reconcile project expenditures. Prepare data for correcting and processing journal entries. Provide guidance and assistance on proper expenditure coding. Provide expertise on accounting classifications. Coordinate reviews of project expenditures at phase and project end with PIMS personnel. Monitor project and program expenditures and recommend corrective actions. Develop and enhance tools to improve quarterly review processes. Deliver training on quarterly certification process. Ability to perform detailed work with program and project funding, expenditures and billing data. Ability to plan and conduct training, presentations and meetings. Knowledge of VDOT programs, policies and activities. Knowledge of VDOT's financial accounting systems or other ERP based financial systems. Knowledge of highway funding programs. Knowledge of the allocation and budget process. Skill in problem-solving and decision making. Skill in the use of computers, software applications and reporting tools. Minimum Qualifications: Ability to analyze, interpret data, prepare, maintain accurate reports and records. Ability to apply policies and procedures. Ability to communicate effectively orally and in writing with individuals or small groups. Ability to effectively manage time and work with minimal supervision. Ability to evaluate programming of transportation funding and monitoring. Ability to perform detailed work with program and project funding, expenditures and billing data. Knowledge of financial accounting systems or other ERP based financial systems. Knowledge of highway funding programs, allocations and budget process. Skill in the use of computers and software applications to include spreadsheets, Microsoft Office, databases and automated program and project management systems. Additional Considerations: A combination of training, experience, or education in Accounting, Business Administration or related field desired. Experience in accounting, business or related field. Experience monitoring, analyzing and reconciling financial data; experience working with spreadsheets, funding and financial data.
