Job Summary
nThis recruitment will be used to fill either an Engineer 1 or Engineer 2 position depending on the qualifications of the final candidate. The position will be scheduled to work 40 hours per week.

nENGINEER 1:
nThis position performs professional office and field engineering work in a section of the County’s Public Works Department. The position allocated to this class is the entry and first professional level in this series. Incumbents are expected to perform a variety of engineering and supervisory tasks involving the analysis of data and the preparation of reports. Work requires the application of engineering principles and practices. Work is performed under the professional engineering guidance of a higher-level engineer and is reviewed for the accuracy of the final product.
nAdvancement from an Engineer 1 to an Engineer 2 is determined by an affirmative recommendation of the department and receipt of a license as a registered Professional Engineer.
nENGINEER 2:
nThis position is responsible for professional office and field engineering work in a section of the County’s Public Works Department.
nSecond professional level. Incumbents are expected to perform a variety of engineering and supervisory tasks on technically complex projects and assignments. Work requires the application of engineering principles and practices. Work is performed with considerable independence under the guidance of a higher-level engineer and is reviewed for the accuracy of the final product.

Reviews plans and studies to ensure conformance with local, state, and federal regulations and stormwater management plans; manage technical aspects of projects, including computer modeling, data collection, and monitoring.

Directs consultants and contractors in preparing plans and conducting studies or inspections; performs facilities design work by preparing plans, specification, and estimates.

Reviews reports, plans and specifications submitted by contractors or consultants for stormwater conveyance, treatment, and disposal facilities.

Reviews stormwater facility operations with maintenance personnel.

Resolves problems with failing stormwater systems, determine causes of failure and best approach to remedy problems.

Minimum Requirements

Bachelor’s degree from an accredited college or university with a degree in Engineering or possession of an Engineer-In-Training Certificate.

Engineer 2: Meet requirements for Engineer 1, and possesses a certification as a Professional Engineer in the State of Washington. Engineering certification from states with reciprocity with Washington will be accepted, provided that the incumbent applies for and receives a Washington Professional Engineering Certification within six (6) months of being classified as an Engineer 2.

nUp to 10 (ten) paid holidays are observed by Spokane County.
nPTO
nNon-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
nVacation
nFor employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

nSick leave is earned at 1 day per month and can be taken as the days are accumulated.

nTwo plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

nGroup Life Insurance
nThe County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
nLong Term Disability Coverage
nProvides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
nRETIREMENT
nRetirement Plan (401a)
nSpokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
nAdditional Retirement Plan Option (457b)
nEmployees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
nVOLUNTARY BENEFITS
nAFLAC
nSupplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
nTravel Assistance
nProvides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
nFlexible Spending Plan (FSA)

nVoluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
