Minimum Qualifications: Two years of experience in information technology; OR Six years of full-time work experience in any field; OR An associate's degree in information technology; OR A bachelor's degree. Experience Substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Concepts: Function Of Work: To assist in applications development activities for information technology databases and/or software. Level Of Work: Entry. Supervision Received: Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. Supervision Exercised: None. LOCATION OF WORK: Division of Administration, Office of Technology Services. Job Distinctions: Differs from other IT Statewide jobs by the presence of applications development activities as a primary responsibility. Examples of Work: The Office of Technology Services aims to deliver innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. This position is in the Statewide Cluster of the Applications and Data Management (APPDM) division of OTS supporting the Office of Group Benefits (OGB). OGB is a highly visible agency within the state providing insurance to government employees. The incumbent is expected to learn to design, develop and maintain a codebase comprised of legacy as well as modern languages. Codes, debugs, tests and implements computer program applications in a multi-tiered computer environment, conforming to existing standards. Makes system design, program specifications, test plans, and run procedures. Assists in writing and modifying program and system standards. Oversees completion of tasks by less experienced project team members as needed. Serves as a technical liaison between the various vendors and OGB to ensure continuity of service for plan members. Performs all other tasks, special projects, analysis, studies, and plans as directed.
