The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities
The Pacific Northwest National Laboratory is seeking a dynamic Division Director for Financial Planning and Business Services to lead a division of financial professionals in driving critical financial policy, strategic analysis, and operational excellence across the Laboratory. This key leadership role is integral to ensuring long-term financial health while advancing the organization's mission and objectives. Finance & Accounting performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported. The Division Director is responsible for stewarding Laboratory financial policies, funding authorization, and conducting detailed analyses, resulting in: Accurate Laboratory-Level Financial Planning and Forecasting: Leverage expertise to support reliable forecasts aligned with strategic goals. Achievement of Financial Targets: Drive financial success by monitoring performance metrics and implementing corrective measures as needed. Strategic Allocation of Discretionary Resources: Optimize investments to maximize impact for the Laboratory’s priorities and growth initiatives. Efficient Authorization of Research Funding: Assure timely and compliant authorization of Laboratory research funding to projects. Operational Efficiencies: Foster innovation and efficiency improvements to streamline financial processes. Strategic Financial Advisory: Provide expert financial counsel to the Chief Financial Officer (CFO) and Laboratory Leadership Team, enabling effective annual financial planning to support organizational strategy. Rate Management and Cost Optimization: Oversee Laboratory overhead rates and coordinate organizational rates, ensuring cost control for project managers and customers while preserving full recovery of operating expenses. Corporate and Laboratory Financial Reporting: Ensure comprehensive and accurate reporting that meets both internal and external requirements. Funding Processes: Oversee Laboratory research funding process to enable the execution of research mission. Team Leadership and Development: Direct multiple teams of finance and accounting professionals, ensuring excellence in financial planning, deployment of business support, and engagement with research and mission support customers. Talent Development: Lead and expand the BSD internship program and specialist-in-training initiatives to attract and foster emerging talent in finance and business services.
Qualifications
Minimum Qualifications: BS/BA and 15 years of relevant experience -OR- MS/MA or higher and 13 years of relevant experience Preferred Qualifications: Experience as a senior manager reporting to a Chief Financial Officer at a large research institution. Experience leading deployed business financial support at a research institution. Strong written and verbal communications skills. Typical related management experience should include financial planning, executing, budgeting, and evaluation, and financial policy and analysis. Knowledge of CAS, FAR and GAAP, and the DOE Financial Management Handbook. Knowledge of the DOE and governmental budgeting and funding authorization processes.
