Attachment: Tennessee Criminal Justice Exchange (TCJX) Executive Summary Tennessee is taking a bold step forward in public safety by bringing together state and local agencies to form a unified criminal justice data sharing platform. While this project began with jail data, it has expanded to include data such as license plate readers, body-worn camera footage, outstanding warrants, BOLO flags, jail holds, and more, which would create a comprehensive 360-degree view of the criminal justice landscape. Today, much of this information is in disconnected silos, requiring manual processes to report and analyze. This initiative aims to deliver secure, real-time intelligence to decision- makers across agencies, enhancing operational efficiency and enabling data-informed responses. Artificial Intelligence may play a role by analyzing trends, identifying anomalies, and predicting risks, which enhances operational efficiency and allows for faster, evidence- based responses. Each participating agency retains control over its own data, with the benefit of technical support and shared infrastructure at the state level. Built on a foundation of CJIS, HIPAA, and state law compliance, this platform will prioritize data security and privacy from day one. In the long run, this initiative improves both systems and outcomes. By modernizing how we share and act on criminal justice data, Tennessee is building a platform that supports smarter policing, stronger collaboration, and safer communities across this great state.
