Job Title: Assistant Director, School Nutrition (Business Operations) Wage Status: Exempt

Reports to: Director of School Nutrition Pay Grade: Admin Pay 6

Dept./School: School Nutrition Days : 227 Days

Supervises: School Nutrition Accountant, School Nutrition Buyer, Warehouse Supervisor, Lead School Nutrition Mechanic, Purchasing Clerk

Primary Purpose: The purpose of this position is to assist the Director of School Nutrition in all areas of our departments business operations including but not limited to: Finance/Accounting, Procurement, Contract Management, USDA Foods Processing, and Supply Chain Management. Each of these categories carry with them extensive regulations that must carefully be adhered to. The Texas Department of Agriculture performs comprehensive audits of our departments compliance with these regulations every three to five years.

Qualifications:

Education/Certification:

  • Bachelors degree from an accredited college or university in business, finance, school or public administration, or related field.
  • Certified or working toward TASN Level V certification.
  • Certified or working toward School Nutrition Specialist (SNS) certification
  • Certified or working toward Certified Texas School Business Official (CTSBO) certification.

Special Knowledge/Skills:

  • Demonstrates ability to provide quality customer service to students, parents, co-workers, supervisors and the community in a positive and responsive way that is consistently welcoming and enhances effective work relationships
  • Demonstrated ability to build a strong supervisory team through effective management and interpersonal skills
  • Knowledge of school finance, budgets, accounting systems, and office management procedures.
  • Knowledge of USDA procurement regulations and USDA Foods processing system.
  • Demonstrates effective planning and organizational skills
  • Demonstrates project management and facilitation skills
  • Ability to communicate well both verbally and written text
  • Knowledge of PC based computer systems utilizing Microsoft Word, Excel, Power Point as well as food service software applications

Experience:

2-3 years experience in finance/accounting/business related positions

1-2 years experience in school nutrition environment

1-2 years experience in procurement

Major Responsibilities and Duties:

  • Ensure the financial integrity of the department and compliance with federal, state and local policies.
  • Ensure competitive bids, competitive sealed proposals, request for proposals, purchasing coop purchases, informal quotes, and negotiations following established district criteria are in compliance with federal, state and local regulations.
  • Prepare all bidding documents, including legal notices, instructions to bidders, specifications, and form of proposal.
  • Evaluate formal bids and make recommendations for the awarding of contracts to Chief Financial Officer for school board approval.
  • Obtain and evaluate comparative process and quotes and make purchasing decisions based in information obtained.
  • Develop vendor and bidder lists and approve additions to both lists
  • Approve purchase orders and monitor all purchase requisitions to ensure accuracy of information, calculations, and budget coding.
  • Administer contracts and handle adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and receipt of proper credit.
  • Select, train, evaluate, and supervise department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  • Facilitate care, repair and replacement of equipment as needed.
  • Ensure that measures are in place and operating to protect the integrity of food, supplies and equipment in the school kitchens, cafeterias, and the warehouse.
  • Maintain safety standards that conform to federal, state and local regulations, and develop a program of preventative safety.
  • Manage department purchasing and inventory systems.
  • Manage USDA commodity procurement and ensure proper usage of entitlement.
  • Manage the logistics of ordering, receiving, and distributing supplies to campuses.
  • Coordinate with warehouse staff to ensure proper distribution processes to campuses.
  • Coordinate with dietitian and other School Nutrition staff to project purchasing needs.
  • Perform other duties as assigned by the Director of School Nutrition.
