Job Purpose and Summary

This position is responsible for performing a wide variety of analytical and reporting duties to assist with Electronic Toll Collection (ETC) operations for the Pennsylvania Turnpike Commission (PTC). Work includes data analysis and monitoring various departmental programs, operations, processes, and procedures. Work is performed with independence and reviewed by a manager to ensure attainment of goals, completion of projects, and adequate performance. 

Essential Functions & Responsibilities

Develops and delivers complex reporting and creates a strong narrative that effectively conveys data insights and recommendations. Creates detailed reports and visualizations to present to executive leadership.

Analyzes and interprets existing reports to provide actionable insights. Develops new automated reports and dashboards. Uncovers patterns and trends through reporting that capitalizes on growth opportunities and mitigates risks.

Identifies and recommends internal and external data to be used for modeling and/or decision making. Extracts data for ad hoc predictive modeling.

Identifies problems that data analytics might help solve and/or opportunities to use data analytics to guide decisions. Translates important questions into analytical tasks. 

Queries and monitors databases to detect data quality issues, identify the cause, and recommend system improvements or solutions to resolve the issue. 

Develops and maintains communication templates for the ETC unit to increase efficiency and ensure consistency/compliance with established policies, procedures, laws, and regulations.

Conducts field audits to validate contracted services and address on-site concerns. Analyzes and resolves escalated issues with vendors. Ensures continuous contact availability for emergency-related issues with vendor services.

Reviews camera’s security software data to investigate customer service concerns, identify violations, and resolve issues.

Monitors practices, processes, and systems to identify opportunities for improvement. Prepares detailed and comprehensive reports of findings and/or recommendations. 

Develops, recommends, and monitors project/program goals and strategic plans in coordination with department managers. 

Composes/proofreads correspondence, reports, contracts, policies, and procedures to ensure accuracy and completeness. Creates and revises manuals, bulletins, and other training/instructional materials related to departmental operations.

Attends and represents the PTC in designated committees, meetings, trainings, and other events.

Uses situational awareness to anticipate and prevent accidents.

Performs related duties as assigned.        

Qualifications

Eight (8) years of experience in data analytics, reporting, or an administrative/office management capacity;
OR
Four (4) years of experience in data analytics, reporting, or an administrative/office management capacity AND a bachelor’s degree in business administration, computer science, mathematics, or related field. 
Equivalent combination of education and/or experience may be accepted.

One (1) year experience creating reports with data visualization tools such as but not limited to Microsoft Power BI, Tableau, Python, Qlik Sense, SQL Server, or JavaScript is required.

Must demonstrate proficiency in Microsoft Excel, Word, and PowerPoint. Skills assessment(s) may be administered prior to interviewing for this position.  

Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Physical Demands and Work Environment

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments including being on-call for vendor issues.

Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
