Required Qualifications:
Current and active TS/SCI Clearance with Polygraph.
Minimum of 8 years with BS/BA (4 years of relevant experience can be exchanged for degree requirements).
A minimum of 7-10 years working in government budgeting, of which 3-5 years must be within the Intelligence Community.
Proven expertise in government budget formulation activities and familiarity with the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).

The Financial Services Budget Formulation Analyst plays a pivotal role within the customer’s organization, supporting the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE). The candidate will be responsible for tasks ensuring the financial health and strategic alignment of a directorate or office’s financial resources.
This role involves developing, executing, and monitoring budgets to meet internal and external requirements, understanding the financial landscape of the Intelligence Community, including resource allocation, budget forecasting, and Congressional appropriations.
The analyst will contribute to the formulation, support, and execution of the National Intelligence Program (NIP) Budget, aligning financial resources with organizational goals. The role requires analyzing complex financial data to enable informed decision-making and resource allocation in line with IC priorities.
Responsibilities Include:
Support budget program execution, ensuring alignment with resources and goals.
Generate budget reports for various offices, components, and NIP programs, including funding summaries.
Assist in developing, reviewing, and responding to budget exercise submissions.
Contribute to budget analysis, financial data calls, and portfolio reviews.
Help develop and evaluate fiscal program builds for internal and IC-wide programs.
Draft narratives and input for the Congressional Budget Justification Book (CBJB).
Support the development of the CBJB for NIP missions and related sections.
Produce talking points, briefings, reports, and responses for interagency forums and working groups.
Track congressional legislation and its impact on the NIP budget.
