NEXCOMHQ Pay Range: $114,000 to $140,000 Based on experience Job Summary:
Leads NEXCOM Group Benefit Plans, both self-funded and fully insured, including active post-retirement medical and other plan offerings for both mandatory and voluntary options. Manages the NEXCOM and Coast Guard NAF Defined Benefit Retirement Plans, FER, CSRS, and 401(k) Plans. Ensures complete and accurate plan accounting and records. Acts as the principal liaison for audits. Oversees benefits and retirement staff, including the Benefits Manager. Monitors plan effectiveness and recommends improvements to senior leadership. Duties and Responsibilities: Manages associates involved in the administration of NEXCOM Retirement Plans, including work planning, performance reviews, leave approval, disciplinary actions, and hiring. Processes qualified domestic relations orders (QDRO) and reviews retirement and 401(k) transactions, including benefit calculations, annuities, past service credits, and withdrawals, ensuring compliance with plan provisions. Coordinates retiree annuity payments with Mellon Bank. Liaises with third-party administrators regarding benefits, recordkeeping, and customer service. Investigates and resolves issues related to eligibility, enrollment, benefits, and employment termination. Reconciles year-end pension contributions and provides data for actuarial and employee statements. Researches and processes retirement estimate requests for FERS and CSRS, and provides documentation to OPM. Collaborates on plan amendments and automation projects. Participates in audits, providing data, answering questions, and improving controls. Maintains relationships with HR, accounting, auditors, TPAs, actuaries, and attorneys. Advises management on strategic planning, budgeting, and program evaluation. Analyzes market trends and develops competitive benefits programs. Builds professional networks and participates in community and industry activities. Prepares and monitors departmental budgets and benefits communications. Ensures compliance with EEO policies and promotes a culture of courtesy and service. Performs other duties as assigned, working independently with knowledge of benefits plans and compliance. Requires 9 years of experience: General Experience:
3 years in HR or benefits administration, with knowledge of systems, problem-solving, and communication skills. Education Substitution:
1 year of college above high school can substitute for 9 months of experience, up to 4 years for a bachelor's degree. Specialized Experience:
6 years in senior benefits and retirement program management, including designing and administering health, welfare, and retirement plans, with supervisory responsibilities.
