Opir Systems Engineer
KBR is seeking a highly qualified OPIR Systems Engineer to provide Systems Engineer Technical Advisor (SETA) support for the Government customer. GED delivers mission-critical capabilities that plan and execute intelligence-gathering missions from overhead systems and process the resulting collected data into useful information distributed to IC and DoD users. As a Senior OPIR Systems Engineer, you will be responsible for providing Joint Intelligence Community Government Project Leads with the planning, organizing and management of the integration and sustainment of OPIR ground systems into the operational site. Key Responsibilities: Tasking: Support OPIR Mission Management, tasking, collection, processing & dissemination SBIRS: Support integration with DoD Space Based Infra-Red System (SBIRS) Acquisition: Experience providing OPIR mission knowledge and expertise to support all aspects and phases of the system engineering and acquisition of an OPIR ground (I) Acquisition OAR: Assist the Government with overseeing delivery activities from RFC review through Operations Acceptance Review (OAR) Systems: Function as the interface between the system users, the program office, and the systems developers to ensure that requirements and user needs are met Programs: Maintain awareness of and technical familiarity with new programs in development planned for delivery to the site to include potential impacts on existing legacy systems Status: Interacts with program office and developers to maintain cognizance of delivery status PSI: Guides development programs under the Program Sustainment and Integration (PSI) government lead's purview Integration: Maintain strong working knowledge of established integration standards Review: Participate in document review, technical meetings, testing activities, and milestone meetings as directed to identify, report, and resolve any potential integration issues Recommendation: Supplies technical recommendations to the government lead for milestone decisions (ORR, TTO, OAR, etc.) ORD: Work with site operations personnel during Operational Readiness Demonstration (ORD) periods to ensure delivered products meet user needs Meetings: Participate in and respond to identified actions from ORD status meetings Agile: Employ Agile (SCRUM) techniques, including Scaled Agile Frameworks for Enterprise (SAFE) to create and status stories and epics for PSI specific activities included in the program office agile development tracking CONOPS: Support a development/security/operations (DevSecOps) development and operating paradigm/CONOPS Support: Support the Government in facilitating the integration of related DoD and C2S capabilities Compliance: Responsible for tracking progress and compliance with acquisition/integration milestones and installation delivery requirements for all GED Integrated System Program Office (ISPO) delivered capabilities Monitor: Support the Government in directing and monitoring activities related to anomaly resolution; provide verbal and written updates to site and program office management Reporting: Monitor outage reports and discrepancy system for new and ongoing problems Content: Assist program developers with setting priorities for the content of software deliveries based on operational needs/priority requests Metrics: Generate activity reports, anomaly reports, and monthly metrics for discrepancy reports as requested Briefings: Build informational and decisional briefs and documents as requested Reviews: Participates in program management reviews Work Environment: Location: On-site Travel Requirements: Minimal 0-20% Working Hours: Standard/Flexible Qualifications: Clearance Requirements: Top Secret/SCI security clearance with a Polygraph Education: Bachelor's and nine (9) years or more experience; Masters and seven (7) years or more experience or PhD or JD and four (4) years or more experience Communication: Strong verbal/written communication skills and facilitation skills to effectively lead discussions across multiple groups Software: Working knowledge of AGILE Scrum, SAFe DevSecOps software development methods Procedures: Working knowledge of IC principles, procedures Desired Qualifications: Systems: Experience with existing OPIR systems Satellite: Space-Based Infra-Red Satellite/System (SBIRS) Defense Support Program (DSP) Integrated ONIR TCPED System (IOTS) GEOCOMPASS CONOPS: Familiarity with CONOPS, programs, Outreach. Interfaces: Technical knowledge of ONIR/OPIR communications and operational interfaces, specifications, CONOPS.
