Financial Management Analyst (FMA)

The Financial Management Analyst (FMA) will support of the SOJ3. This position requires a DoD Secret which requires US citizenship for work on DoD contracts. Essential Duties & Responsibilities include: Review Division Chief or Deputy approved authorizations, amendments, and vouchers in DTS to ensure claimed expenses are IAW applicable law, policy, and regulation. This includes but is not limited to a complete review of the Line of Accounting (LOA) for correct usage, per diem amounts, travel itinerary, and all other aspects of an authorization, amendment, or a voucher. Review SOJ3 Directorate travel budget daily to cross reference spend plan and phasing with DTS travel authorizations, amendments, and vouchers to determine potential adjustments to execute funds in an efficient and cost-effective manner. Conduct daily coordination with the SOJ8 (Comptroller) staff for all matters relating to DTS - RFI/RFS, requests for funding addition (LOA), execution of cross organization (Temporary Duty) of SOF and non-SOF individuals in DOD, and support PAT/SOLO Network individuals with unique travel requirements. Review and update directorate spend plan and phasing for travel funds based on SOJ8 (Comptroller) weekly, monthly, and quarterly battle rhythm events. Provide subject matter expertise on all aspects relating to DTS to include completion of required training to become fully certified to execute DTS oversight and management of directorate assigned personnel and cross organization personnel. Provide input and recommendations to spend plan and phasing during fiscal year IAW Resource Advisor and Deputy Director SOJ3 (Senior Civilian); and execute approved updates through Excel Spreadsheets and other documents as required. Serve as POC for DTS and travel funds with the SOJ8 (Comptroller), SOJ4 (Logistics), other SOCPAC Directorates, and/or the SOCOM Enterprise as required. Recommend best practices through observation and execution of DTS workload to Resource Advisor(s), Authorizing Officials, and Deputy Director SOJ3 (Senior Civilian) to implement ways and methods that increase effective oversight and management of travel funds. Conduct weekly, monthly, and quarterly assessments of DTS funds execution and update all Excel Spreadsheets and other documents related to PPBE to ensure SOJ3 Resource Advisor(s) and Deputy Director SOJ3 (Senior Civilian) are apprised of potential shortfalls or overages in funding IAW spend plan. Required Skills & Experience include: Bachelor's degree in finance/accounting/business administration or equivalent work experience. Minimum 10 years of experience in Department of Defense (Department of the Navy is preferred) accounting and financial management. Combined experience must include working knowledge of at least 7 of the following systems: Standard Accounting and Budget Reporting System (SABRS), Navy ERP, SABRS Management Analytical Retrieval Tools (SMARTS), Wide Area Workflow (WAWF), Defense Travel System (DTS), Electronic Document Access (EDA), ADVANA, SYNCADA, One Touch, One Pay, DAI, DCAS. DCBS, CHOOSE and CFMS. Current DoD Secret clearance.
