Hiring range is negotiable between $38,544 and $50,100 depending on a candidate's qualifications and experience.
Performs responsible field technical work servicing, repairing, or replacing water meters. Employees in this class are responsible for installing and removing water meters; troubleshooting and repairing leaks, turning water service on and off, and maintaining accurate records of activities performed. Essential Duties and Tasks
Performs meter testing and repair; inspects meters to see that meters are functioning properly; checks for damage or malfunctioning parts; repairs meters; determines if meters need replacement and replaces meters that cannot be repaired. Investigates stale and orphaned meters; marks meters for identification. Connects or disconnects meters or water service for new service, leave service, nonpayment or illegal connection; determines if leave service customers are still at the address; decides whether to disconnect service; returns for re-readings. Investigates and resolves customer problems; responds to inquiries related to water consumption, water leaks, non-meter related issues, etc. and explains meter readings to citizens; appropriately deals with disgruntled customers; and explains process for reconnection of disconnected service. Conducts special readings or re-readings after meters are repaired or service has been disconnected. Completes work order records to document any service provided, such as repair or replacement service on meters. Responds to emergency calls for customers (residential and commercial) to help them to determine the need to resolve their issue. Assists the Planning Department periodically to distribute information to customers related to natural disasters and other life and/or safety events. Works with Code Enforcement to have illegal water hook-ups turned off and/or removed. Collects mail each day from the US Post Office. Performs other related duties as assigned. Knowledge of street layouts and meter locations in the City. Knowledge of the functional operation of water meters and skill in repairing or replacing water meters. Knowledge of the hazards involved in meter service and associated safety precautions. Knowledge of utility policies and procedures for initiating or terminating water service. Knowledge of operation of hand-held computer for recording meter readings and the loading of data into computer. Skill in conflict resolution and public relations. Ability to prepare records and reports of work activities. Ability to analyze problems and make decisions that resolve the problems and address the needs of the public and the City. Ability to deal courteously and effectively with the public. Ability to establish and maintain effective work relationships with supervisors, coworkers, and the public. Physical Demands:
The work is light work which requires exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force to lift, carry, push, pull or otherwise move objects. The following additional physical abilities are also required: balancing, climbing, grasping, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.
Work Environment:
The work is generally performed in both inside and outside environments, residences or commercial vehicles. Employees are subject to hazards of vicious animals, snakes and poisonous spiders and work must be performed in various kinds of weather. Work exposes the employee to primarily outside environments, extreme temperatures, and hazards found in servicing water meters; work may subject the employee to needles and other sharp objects found in meter boxes and is subject to the final OSHA requirements on blood borne pathogens. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield.
Minimum Requirements: High school diploma or equivalent; Two (2) years of related experience; Or an equivalent combination of education and/or experience. Special Requirements:

The following is a summary of the City of Goldsboro benefits: Vacation Leave: Employees earn vacation leave as follows: Years of Service Days per Year 0 - 4 years 12 5 - 9 years 15 10 - 14 years 18 15 - 19 years 21 20 + years 23 A maximum of 30 vacation days may be carried over from one calendar year to the next. Any excess of 30 vacation days on December 31 of each year may be transferred to employees sick leave balance, provided that they have taken five (5) days of vacation in the calendar year.
