Performs technical and complex accounting tasks in the accounting functions for the County. An employee in this class performs a variety of professional level accounting work in support of the finance operations of the County. Work involves researching and applying accounting or administrative procedures and basic fund accounting to the review and processing of accounting and other financial documents. Work includes participation in accounts payable, payroll, general ledger maintenance, bank reconciliations, and related financial processes. Work is characterized by use of automated systems to prepare financial reports, conduct financial analyses, prepare journal entries, and assist with the annual financial audit. Independent judgment and initiative are required in the performance of duties. Work is performed under supervision of the Finance Director and is evaluated through conferences, accuracy and completeness of records and reports, and by independent audit of financial records. Essential Duties and Tasks
Prepares fiscal data for entry into the automated accounting system. Reconciles and balances statements and accounts. Maintains and analyzes the general ledger for accuracy and efficient use of resources, corrects errors and updates accounts; sets up new accounts and funds on the general ledger. Monthly reconciliation of general ledger accounts and bank statements, including Public School Capital Funds. Manages and follows sound investment principles in transferring and depositing County funds. Prepares various accounting, financial, or fiscal reports and supporting documents. Verifies daily cash balances, and maintains sufficient cash in accounts to meet County obligations; draws down cash as needed. Oversees Budget Amendments for any approved budget adjustments that have been approved by Board of Commissioners. Maintains spreadsheet of approved budget amendments, fund balances and ensures revised budget balances to general ledger at the end of year; reconciles accounts receivables and payables accounts on general ledger. Reviews and posts utilities and tax receipt batches to general ledger. Verifies all annual audit confirmations from outside agencies receiving Nash County funds. Prepares reports to assist with annual budget preparation. Assists with annual audit and preparation of the ACFR including preparation of annual Schedule of Expenditures of Federal and State Awards (SEFA) Maintains and monitors various grant and capital project revenues and expenditures; maintains records and prepares reports. Reconciles subsidiary accounts receivable and deposits with the general ledger. Cross-trained on all other functions (AR, AP, etc.) of the Finance Department. Ensures accurate and timely month and year end close. Assists other staff as required. Knowledge, Skills, and Abilities
Ability to demonstrate considerable knowledge of governmental accounting principles and practices, (GAAP), (GASB) and NC general statutes. Considerable knowledge of accounting systems, policies, computer operations and procedures. Ability to perform complex accounting processes accurately. Ability to understand and apply policies to the maintenance of a variety of financial records and reports. Ability to maintain accurate records and prepare a variety of reports. Ability to verify accounting and other financial documents and forms for accuracy and completeness. Ability to establish and maintain effective working relationships with department heads, vendors, employees, and the general public. Ability to communicate effectively in oral and written forms. Strong knowledge and skills to perform reconciliations of general ledger and bank accounts. Strong skills in research, analysis and problem solving. Strong organizational and time management skills Ability to set and meet deadlines. Ability to manage and prioritize projects. Ability to compile, evaluate, and reconcile a variety of accounting records and reports. A high level of proficiency in Excel, Word and complex spreadsheet management is required. Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, Business or related field with experience in professional accounting work, preferably in a governmental operation or an equivalent combination of education and experience. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS. The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.
