Position:
Assistant or Associate Engineer The Contra Costa Water District is seeking skilled, motivated, team-oriented, permanent full-time assistant or associate engineers in both Engineering (Construction Division) and Planning Departments. These appointments can be made at either the assistant or associate level, depending on the successful applicants' qualifications. These positions will be located at our Administrative Office in Concord, CA. Planning Department Responsibilities: Being an integral member of the Facilities Planning division within the Planning Department working on facilities planning studies including forecasting water demands and long-term water supply needs, identifying near and long-term water facility improvements, assessing impacts on CCWD facilities, and developing recommendations relative to system improvements. Building and maintaining positive working relationships with internal and external stakeholders. Performing project management duties of assigned projects including administering consultant contracts, identifying critical path elements, and managing project scope and schedule. Being a technical resource throughout CCWD including supporting feasibility and economic studies; perform hydraulic modeling; participate in project reviews; and efforts to implement and refine asset management practices. Current and upcoming studies the successful candidate may work on include the Building Facilities Comprehensive Plan, Urban Water Management Plan, and Untreated Water Renewal and Replacement Study. Engineering Department (Construction Division) Responsibilities: Being an integral member of the Engineering Construction Team responsible for delivering the construction phase of projects within CCWD's Capital Improvement Program, including improvements to the treated and untreated water storage and distribution systems, water treatment plants, dams, and untreated water reservoirs. Managing construction of new applicant services projects. Building and maintaining positive working relationships with employees and contractors. Developing project schedules and identifying priority tasks and critical path elements. Working closely with the Engineering Construction Team in support of public works projects. Administering consultant contracts and coordinating consultant work with project stakeholders. Knowledge of: Theories, principles, practices and methods of engineering as applied to the planning, design, construction, operations, and maintenance of raw and treated water treatment, distribution, and storage systems. Construction management principles and practices. Basic principles and concepts of land use planning and land surveying. Principles and techniques of conducting engineering studies, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports. Principles and techniques of hydraulic modeling and analysis. Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Basic and advanced mathematic and statistical techniques. Apply principles and practices of safety and prevention through design, including reviewing and applying state and federal safety standards, reviewing planned operation and maintenance of facilities, and incorporating standards and best practices into designs, and following safety practices during work efforts and assigned tasks. Principles and procedures of record-keeping and preparation of reports and correspondence. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Ability to: Perform a variety of professional-level engineering work in the research, planning, design, and construction of capital improvement and maintenance projects. Analyze, interpret, summarize, and present engineering and technical information and data in an effective manner. Learn and understand the organization and operation of the District and of outside agencies as necessary to assume assigned responsibilities. Prepare clear and concise reports, correspondence, presentations, and other written materials. Make accurate mathematical and statistical computations.
