This position reports to the Assistant General Manager of Engineering Construction. The Manager of Environmental Health and Safety supervises an effective and dedicated team of three and is responsible for leadership and technical guidance for the CCWD's environmental compliance and occupational health and safety programs to achieve a world-class District-wide environmental health and safety culture. The position provides support to management and CCWD staff in developing and implementing solutions to safety and environmental compliance challenges. CCWD's strong safety culture is a benefit in ensuring continuous improvement through the development and implementation of proactive measures for injury and illness prevention. The successful candidate will be able to take advantage of ample development and training opportunities, as well as the support and capacity to be active in professional organizations related to the duties of the position. Under general direction, provides leadership and technical guidance for the District's environmental compliance and occupational health and safety programs to achieve a world-class District-wide environmental health and safety culture; develops continual performance improvement strategies; manages effective and compliant environmental health and safety programs and procedures; provides hazards assessments, risk evaluations, corrective action and improvement recommendations; coaches and mentors staff; provides guidance and functions as part of the executive management group, and leads environmental health and safety efforts in support of operations, engineering, office personnel and contractors. This position is responsible for administering the environmental health and safety programs for all employees by being an active and visible proponent of safety, fostering a safety culture that values and respects all contributions, ensuring the District's compliance with all applicable health and safety regulations, implementing and overseeing the safety training program, assisting work groups in a continuous improvement program of safety performance, and providing management staff, employees and committee members with the resources and support necessary to perform their safety functions. This position oversees the environmental compliance programs to meet environmental regulations; serves as the District's liaison with regulatory agencies as assigned; provides complex and responsible support to management and District staff in developing and implementing solutions to environmental compliance problems; and performs related duties as assigned. This position will act as a catalyst for continuous improvement through development and implementation of proactive measures designed to prevent injuries and illnesses and drive environmental compliance by fostering a culture of respect. This culture of respect will establish goals where personal safety and health is a core value across the organization with achieving world-class safety performance as the goal. Receives direction from management staff. Exercises technical and functional supervision and evaluates the work of clerical staff and assigned interdepartmental professional and technical staff to effectively accomplish program objectives. The ideal candidate will be an organized and energetic professional in the field with the ability to communicate effectively to a wide array of audiences. The successful candidate will bring a combination of professionalism and approachability to the position as well as the ability to provide creative solutions to complex problems. Highly qualified candidates will possess seven years of progressively responsible experience in environmental compliance or health and safety technical support services, or management work and a Bachelor's degree from an accredited college or university with major coursework in industrial safety, occupational health, safety engineering, business or public administration, or a related field. Possession of a valid California driver's license to be maintained throughout employment is required. Possession of certification such as an Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Graduate Safety Professional (GSP), Occupational Health and Safety Technologist (OHST), and/or Construction Health and Safety Technician (CHST) are highly desirable. Contra Costa Water District offers an excellent compensation and benefits program. The salary range for this position goes up to $232,294.40. CCWD's benefit program includes: RETIREMENT PLAN OF THE CONTRA COSTA WATER DISTRICT (NON CALPERS): 2.35% @55 for Classic member employees. 2.0% @ 62for PEPRA members. MEDICAL INSURANCE: CCWD contracts CALPERS medical. The District will pay up to the Kaiser family rate of $2893.54 per month. DENTAL INSURANCE: CCWD provides Delta Dental plans for employees and their eligible dependents at no cost to the employee. VISION INSURANCE: CCWD provides Vision Service Plan (VSP) for employees and their eligible dependents at no cost to the employee. SHORT AND LONG-TERM DISABILITY: CCWD-provided at no cost to the employee. LIFE INSURANCE: CCWD-provided term life insurance equal to 2 times the annual base salary, up to a maximum of $450,000, along with dependents $1,500. VACATION: The accrual rate is based on years of service and ranges from 15 to 35 days per year. Credit for previous years of service may be considered. 40 hours are credited upon hire. ADMINISTRATIVE LEAVE: 110 hours accrued annually. SICK LEAVE: 8 hours per month. No maximum accrual. HOLIDAYS: 11 days per year. FLOATING LEAVE: 16 hours per calendar year. EDUCATION ASSISTANCE: Up to $3000 per fiscal year. DEFERRED COMPENSATION: Voluntary 457(b) deferred compensation and 401(a) defined contribution plans are available, with matching CCWD contributions ranging from 2% to 5% based on years of service. FLEXIBLE BENEFIT: CCWD provides a flexible benefit up to $170 per month to the employee. AUTO ALLOWANCE: May be considered up to $475 monthly.
