Supervising Recycling Specialist
The Riverside County Department of Waste Resources has an opportunity for a Supervising Recycling Specialist in Moreno Valley. The Supervising Recycling Specialist will supervise and support staff by assigning projects, reviewing work quality, and developing procedures to meet departmental goals; conduct research and analyze legislation, data, and program effectiveness related to recycling, sustainability, and waste management; manage grants and funding programs, oversee recycling databases, and prepare detailed reports and correspondence; collaborate with other agencies, lead public outreach efforts, and assist with staffing, training, and policy development. The Department desires candidates with knowledge of the California Integrated Waste Management Act of 1989 and subsequent legislation (AB 939, et seq.) and principles of supervision. Grant and recycling project management experience is highly desired. Applicants with supervisory experience are encouraged to apply. Incumbents report to a Program Administrator, Deputy Director, or other management level position. The Supervising Recycling Specialist is the working supervisor level in the Recycling Specialist series. The Supervising Recycling Specialist is characterized by the responsibility for supervising and coordinating the work of professional and support staff, and for performing the most difficult and complex assignments related to recycling, source reduction and related analysis. Examples Of Essential Duties
Organize and supervise the work of subordinate professional and support personnel; assign recycling projects, studies or research. Establish work load priorities and review work of subordinates for quality in accordance with accepted standards and achievement of goals and objectives of the department; develop written procedures related to work of staff. Participate in the analysis of proposed or adopted legislation and regulations pertaining to solid waste, recycling, sustainability, and related activities to determine the potential or actual impact on Waste Management programs; analyze results of research, present conclusions and develop and revise work processes as needed to accomplish the work. Plan, organize and coordinate research, including the development of research models to measure the effectiveness of departmental programs designed to address recycling, sustainability and other waste management related topics. Confer with personnel from other divisions, departments and outside agencies in obtaining needed data for reporting purposes. Oversee and maintain recycling databases and compiles data; develop data collection processes and reporting formats. Prepare correspondence and detailed reports based on evaluation of data gathered through research; maintain records, logs and files. Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation. Manage and monitor various grants and/or funding programs (City/County Funding). Work with staff of other agencies and vendors to exchange or clarify information used in developing recycling programs; coordinate with other sections and facilitate the flow of information on projects involving multiple sections, agencies and the public. Compile data regarding section workloads, staffing levels and priorities for input in the department's program budget; monitor grant program or project budget expenditures, and prepare progress reports and financial statements. Utilize analytics to review social media responses to determine effective outreach by the department and develop online programs to engage with residents and businesses Countywide. Train subordinates in waste diversion principles, technical and operational procedures, and departmental philosophy and policy. Assist in the selection of staff; prepare written performance reports on the work of staff; draft policy recommendations pertaining to source reduction and recycling for review by the administration. Minimum Qualifications
Education:
Graduation from an accredited college or university with a bachelor's degree, preferably with a major in planning, public or business administration, environmental sciences, or a related field. Experience:
Three years of professional experience in the administration, development or implementation of recycling programs or source reduction programs. (Possession of a master's degree in planning, public or business administration, environmental sciences, or a related field may substitute for six months of the required experience.) Knowledge of:
The California Integrated Waste Management Act of 1989 and regulatory guideline for the Act (AB 939); current regulatory legislation (AB 341, AB 1826, and SB 1383); the principles of supervision; the physical, environmental and economic implications of recycling projects; local, state and federal legislation processes; research methods; grant management; the organizational structure and jurisdiction of governmental agencies involved in the source reduction and recycling process. Ability to:
Supervise and coordinate the work of subordinates; plan and conduct a training program for subordinate staff; utilize online platform databases; evaluate the work performance of subordinate personnel; collect and analyze data, generate and evaluate alternative waste reduction technology, reach logical conclusions, and formulate consistent recommendations; compose clear and thorough study reports and recommendations; orally present study findings and recommendations to a variety of public groups and governmental bodies; work effectively with the general public, and community and governmental boards and commissions; interpret and apply laws and regulations pertaining to source reduction and recycling projects. License:
Possession of a valid CA Driver's license is required. Physical Requirements:
