Benefit Coordinator Position

This position may be eligible for hire as a Benefit Coordinator I or II dependent on candidate experience. Benefit Coordinator I Bi-Weekly Salary Range $2,084.78 - $2,534.06. Benefit Coordinator II Bi-Weekly Salary Range $2,298.28 - $2,793.57. Under general supervision of the Director of Human Resources and Risk Management and the Risk Manager, the Benefit Coordinator is responsible for coordinating the implementation of health and welfare benefits and leave of absence activities within the workplace, countywide, by planning, directing, and ensuring compliance with required Federal, State, and County laws, regulations, rules and policy. The incumbent will require a high level of initiative, independence, and regulatory compliance in complex situations. The Benefit Coordinator I is the first working level in this skilled class and incumbents are assigned the work and duties described herein, which will increase in volume and complexity with training and experience. With additional experience and/or education incumbents may be eligible for advancement in this series. The Benefit Coordinator II is the second working level in this skilled class and is frequently assigned complex and demanding work. Employees advanced to this level in the series have demonstrated the ability to adequately fulfill the responsibilities over an extended period of time and at an advanced level of volume and complexity. Detailed Work Activities

Essential duties may include any of the following tasks. The list that follows is not intended as a comprehensive list, it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Manage and administer employee benefits programs, including health insurance, dental, vision, retirement plans, life insurance, and disability coverage. Coordinates benefits enrollment processes and guides employees through enrollment procedures. Collaborates with departmental leadership to analyze data-driven benefit and insurance options, developing strategic budgetary approaches that optimize employee coverage while effectively managing costs. Develop and maintain employee communications regarding benefits and leave policies Coordinates health incentive activities, including the annual health fair, biometric screening event, and biannual wellness challenges; Assist in budget planning and cost containment strategies for benefit programs Ensures compliance with federal and state regulations, including ACA, ERISA, HIPAA, and COBRA Maintain accurate employee benefits records and update payroll records as needed. Serves as a liaison between employees, benefit providers, and third-party administrators Conducts new hire benefit orientations and organizes open enrollment periods. Processes benefit changes due to life events such as marriage, childbirth, or termination Process all invoices and claims related to County health and welfare programs Maintain a retiree database through the lifecycle of retiring employees and event changes. Generate and analyze reports on employee benefits data Leave Coordination Duties

Administer and process all types of employee leave requests, including FMLA, CFRA, PDL, and other protected leaves Provides support and actively participates in the streamlined coordination for ADA and accommodation programs within the Risk Management division. Determine employee eligibility for various leave types and ensure compliance with federal and state guidelines Coordinate with employees, supervisors, and management to facilitate leaves of absence Track and manage leave of absence processes, within HRIS and inter-departmental communication networks Send necessary paperwork to employees, process claims, and monitor time off for all types of leave Provide guidance and support to employees throughout the leave process Collaborate with other departments such as Auditor/Controller's office to ensure proper leave of absence pay status Stay up-to-date on relevant laws and regulations related to leave management Coordinate return-to-work processes for employees coming back from leave Minimum Qualifications

The following combination of education, training, and experience is required: High school diploma or GED equivalent. College coursework in public administration, public policy, business or healthcare administration, or a related field; is desirable. Two (2) years of full-time experience in performing benefit administration or human resources leave of absence management; or one (1) year of full-time experience in performing benefit administration or human resources leave of absence management and one (1) year of progressive Human Resources specialist level experience. Must meet all requirements listed in Level I in addition to at least two (2) years of full-time experience in a Benefit Coordinator/Administrator or equivalent role. Knowledge, Skills and Abilities

Knowledge of: Principles and practices of federal, state, and County health and welfare policies and regulations. Principles and practices of federal, state, and County leave of absence policy and law. General principles and practices of organization and office administration; Business correspondence style and formatting, grammar, punctuation, spelling and general English usage; Modern practices and procedures for filing and electronic record keeping; Techniques for interaction with a variety of individuals that include other County Department Heads, County employees, applicants, retirees, other agency employees and representatives. Knowledge of confidential and general records management. Methods to research applicable federal, state and local laws, regulatory codes, ordinances, policies and procedures relevant to human resources and risk management. Ability to: Analyze personnel leave of absence programs, plans and data using independent judgment to make recommendations for improvement. Interpret and explain benefits and leave of absence regulations, personnel rules, the application of insurance and steps involved in claim management, and other technical documents and forms. Navigate complex situations with professionalism and compassion. Establish and maintain effective working relationships with elected officials, department heads, staff across all departments, representatives of other agencies and the general public. Effectively represent the Human Resources and Risk Management Department and the County in meetings with governmental agencies, professional organizations, regulatory agencies, departmental and staff meetings. Prepare clear and concise reports, correspondence and other written materials and to make clear and concise recommendations. Respond to emergency community disasters or urgent situations within typical business hours. Organize, coordinate, and implement risk reduction activities. Selection Process
