ADS is the designated Area Agency on Aging (AAA) for King County, responsible for planning, coordinating, and advocating for a comprehensive service delivery system for older people, adults with disabilities, and family caregivers in Seattle and King County. ADS operates through an interlocal agreement between the City of Seattle and King County, with a budget of $93M supporting a staff of 243 FTE in two offices (Seattle and Renton), and 96 contracts with 80 community organizations, delivering services to over 50,000 clients each year. The ADS Deputy Division Director oversees the division's essential business operations, providing servant leadership that emphasizes active listening, collaboration, and curating best practices. This role ensures efficient service delivery, achievement of division goals, and sustainable operations, supporting ADS's unique infrastructure, systems, and stakeholders. As a key member of the ADS leadership team, the Deputy represents the division in the Director's absence, collaborates on cross-divisional policy, and aligns division strategies with HSD, the City, and external partners such as King County and DSHS State Unit on Aging. This role reports directly to the Division Director and manages the Contracts, Administrative, and Training teams. This opportunity is open until filled with the first pull of resumes being July 8th. Job Responsibilities
This position functions as the operations manager for the ADS Division and AAA (aging network) service delivery systems, with responsibility for the operational effectiveness and stewardship of the organization, and for advancing related Race and Social Justice goals for the division. Specific responsibilities include: Provide vision and direction for ADS business operations, with direct oversight for contract service delivery and program compliance; partnership with HR through employee life cycle: including hiring, performance management, training, and development; business systems, administrative support, facilities and office space; and risk management, including emergency preparedness and response. Lead ongoing development and implementation of the division's strategic operation plan which seeks to ensure a healthy thriving workforce, a safe and collaborative working environment, and strong systems and partnerships to deliver quality services. Provide strategic leadership to ensure functional alignment, effective communication, and quality assurance and improvement across the division, including direct service and administrative teams. Establish, execute, and monitor policies related to division operations. Develop, implement, and track operational improvements and related performance metrics; engage teams in progress. Oversee operational budget which supports two offices, 243 staff, and over 80 contracted service delivery partners. Foster collaboration across city departments and build strong partnerships with state and regional agencies to align division operations, programs, and policies with city and HSD priorities. In partnership with HSD data team, ensure data systems and policies align with state requirements and support division and statewide priorities; provide oversight on related data analysis and system improvement and implementation projects. Serve as division lead for ADA compliance and Continuity of Operations Plan development and implementation. Supervise people managers for Contracts, Training, and Administrative Teams, with direct responsibility for up to 40 staff. Qualifications
Minimum Qualifications: 8 years of experience managing public sector operations such as contracting, human resources, policy development, strategic planning, emergency response, and/or risk management for a medium-sized organization; OR a bachelor's degree plus five years of relevant work. Five years of experience leading and managing staff and work teams. OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties Certification/License:
Current State of Washington driver's license or evidence of equivalent mobility. Desired Qualifications: Understands and has a work history that demonstrates a commitment to race and social justice principles and experience integrating these principles into program policy and workplace culture. Seasoned professional (more than 5 years) in managing operations for complex and large-scale organizations, including experience in human resources, business systems, contract and program compliance, risk management, and fiscal management. Demonstrated experience leading through reporting managers to achieve timely and innovative results and motivating people to action. Demonstrated success as an effective communicator, collaborator, and relationship builder. Experience implementing innovative solutions and improvements within complex operations and systems, in a highly regulated environment. Strong knowledge and experience with the aging network or related social service delivery systems. Possess a strong work ethic and accountability to excellence in work products and outcomes. Outstanding professional judgement to resolve difficult personnel and management issues and experience managing people in a represented workplace. An advanced degree in public or business administration or related field. Additional Information
