Loudoun County Government is seeking a strategic leader to oversee the department's Management and Administration functions. Reporting to the Department Director, the Assistant Director will provide oversight to two divisions
Internal Services and Finance & Administration. The Internal Services division currently has a staff of approximately 18 employees located in Surplus, Records, and Central Mail Operations. This diverse team of professionals supports all County departments in effective internal mail distribution, ensures compliance with the Virginia Public Records Act, and manages the collection and disposition of more than 2,700 surplus items annually, generating revenue in excess of $1.2 million. The Finance and Administration division has a staff of approximately 16 employees who prepare the annual departmental budget, manage grants and contracts, purchase goods and services needed for the department's 13 different divisions, and provide a wealth of operational administrative services to both our department and other County departments. Key responsibilities include, but are not limited to: Assisting the Department Director in developing and implementing a $249M annual budget comprised of a $114M operating budget, $59M Capital Improvement Program budget, $37M Vehicle Replacement Fund, $10M Capital Asset Preservation Fund, and $30M in Grants. Assisting the Department Director in managing the procurement of over $100M in goods and services through more than 3,200 procurement transactions annually. Managing Board initiatives and strategic planning to support all DGS lines of business, including Transit, Waste Management, Energy, and Environment, by performing in-depth research and oversight of fiscal and administrative accountability. Leading, directing, coaching, and supervising staff, and resolving employee issues to include conducting performance appraisals, encouraging and promoting employee training, fostering employee career development and managing disciplinary actions when necessary. Participation as an active and influential member of the Department Leadership Team. Providing oversight of and compliance for the County's Records Retention Plan and Surplus Program requiring currency on related laws and regulations, and ensuring all plans are reviewed, updated, and certified annually. Ensuring compliance with GASB, the Virginia Public Procurement Act, and all applicable budget and accounting policies, rules, and regulations. Hiring salary is commensurate with experience. Minimum qualifications include a Masters Degree in Business, Public Administration or a department-related area, and a minimum of five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience. The successful candidate will undergo criminal, credit, and DMV record background checks to include CJIS fingerprinting. This position requires a valid driver's license and good driving record (driving records may be reviewed annually for continued qualification) and is subject to call, 24 hours a day, seven (7) days a week. The incumbent has responsibility, alternating with the Director and Deputy Director, to provide General Services active representation and support in the County's Emergency Operations Center (EOC) during activations which may result from natural or man-made disasters or events.
