Elections Program Manager For Training
The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and the 800,000 registered voters. The department is seeking to hire an Elections Program Manager for Training. This position will work closely with the department division manager for Clerk and Voter services and will be responsible for managing and delivering all elements of the county's election administrator and election judge training programs. Location and hours: This position is hybrid and will be performed both on-site at the 625 Building at 625 4th Avenue South, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. to 4:30 p.m. and are subject to change based on business need. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. In this position, you will: In partnership with a colleague, develop and implement multi-year projects plans focused on meeting election training, resource, technology, and development needs of our election partners and adhering to legal requirements and other guidance provided by the Minnesota Secretary of State's Office. Apply modern instructional design, adult learning principles, and basic audio/video production to produce training curricula and learning objectives intended to meet election training program goals, including live, eLearning or webinar presented adult learning coursework, video, technical guides and other instructional materials. Maintain and administer the department's technological systems used to provide critical election training, resources, communication, and documentation, specifically all Elections SharePoint sites and learning management system including user support, system administration, and first point of contact for Hennepin County information technology staff, and vendor personnel. Manage communications with local and state election partners, providing guidance and recommending actions based on an understanding of department policy, election law, and rules. Supervise limited duration employees; work closely with program area management to forecast program budget, strategic procurement, and seasonal staffing hiring and supervision. Develop and maintain strong relationships with external partners including city and school district clerks, state and federal election partners and internal partners across county department and divisions. Perform additional duties that may include absentee voting operations, candidate filing, customer service, and voting equipment support. Lead and participate on state and countywide training workgroups, committees or task forces. Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity and inclusion and ensure a collaborative, diverse, motivative, supportive, and flexible work culture. Need to have: One of the following:
Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets. Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. Nice to have: Experience:
Administering elections in Minnesota. Working directly with Minnesota state and local election officials. Managing relationships with other organizations that includes coordinating work and communicating policies. Applying modern instructional design and adult learning principles in training program development and training facilitation. Implementing and administering technology and software to develop and deliver specialized trainings. Organizing and facilitating online events and meetings. Addressing racial, gender, LGBTQIA+, neurodiversity and/or differing ability equity.
Ability to:
Interpret and apply Minnesota election statutes, rules and understanding of federal election laws, local city charters and ordinances. Read and interpret complex policies and procedures, evaluate policy alternatives, and design and deliver training. Communicate and interact with others in a clear, concise, and approachable manner. Collaborate across the cultural similarities and differences of team members including internal and external partners. Actively contribute to creating a workplace that values diversity and inclusion. Engage in ongoing professional development related to diversity, equity, and inclusion.
In-depth knowledge of:
Video conferencing technology such as Adobe Connect, Zoom, or Cisco WebEx. Image and video editing software including Adobe photoshop, Premier or InDesign. eLearning and customer service software including Articulate Products e.g., Storyline and Rise, Survey Monkey, Qualtrics or Finesse. Working with Microsoft office applications, including SharePoint and Teams.
