Air Force Reserve Command Numbered Air Force Civil Engineer Operations Readiness And Compliance Program Manager
The primary purpose of this position is: This is as an Enlisted Air Reserve Technician (ART) responsible for serving as the Air Force Reserve Command (AFRC) Numbered Air Force (NAF) Civil Engineer (CE) Operations Readiness and Compliance Program Manager for the NAF and all of its subordinate CE units/functions. It is collocated in o NAF headquarters and provides NAF headquarters staff and subordinate wings and units support in engineering matters to include training reservists in the accomplishment of tasks set forth herein and to provide program management of a variety of civil engineer programs at the NAF level. As an ART, is also responsible for providing and ensuring the planning und/or training (readiness) of ARTs and Traditional Reservists (TR) throughout the NAF in association with assigned programs. Duties include: Conducts the Civil Engineer (CE) Operations Program for the Numbered Air Force (NAF). Establishes and Implements NAF Civil Engineer (CE) Readiness Pay-It-Forward (PIF) processes and schedule. Performs NAF CE Operations program reviews as directed. Accomplishes studies, conducts trend analysis, and performs other work associated with maintaining maximum combat readiness of all NAF CE subordinate units. Works to achieve and support quality improvement in all products and service. Complies with health and safety and security standards. Requirements include: U.S. Citizenship is required Must be a current member of the AF Reserve or willing/qualified to join Must be able to obtain and maintain a Secret Clearance PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. Position may be subject to random drug testing Qualifications include: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the Program function of the position to be filled. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, organization, programs, and functions of the Air Force Reserve Command (AFRC) Numbered Air Force (NAF) to include wartime requirements. Knowledge of directives, methods, terminology and analytical techniques and procedures pertaining to NAF CE program plans and operations lo develop guidance for CE Operations program implementation throughout the NAF. Knowledge of civil engineering procedures, methodology, techniques, and strategies pertaining to the overall management of Civil Engineer Squadrons (CES) throughout the NAF and affecting related Prime BEEF. RED HORSE and facilities management programs. Knowledge of analytical techniques to measure the: effectiveness, efficiency, and productivity of NAF CE engineering programs. Skills in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential CE installation and facilities problems for program operations. Knowledge of a comprehensive range: of CE principles, concepts, and practices concerning facilities and equipment operations with complicated technical requirements and varied functions requiring different operational procedures to inspect facility, evaluates use patterns, and identifies maintenance or restoration requirements; analyze facility and equipment requirements against facility needs. Ability to communicate effectively, both orally and in writing; and maintain good order, discipline and working relations under both normal and high stress conditions associated with emergency situations. Knowledge of operating programs throughout the NAF in order to conduct studies, analyze findings, and make: recommendations of substantive programs within area of assignment. Skill and ability to prepare project and staff reports and to deliver briefings to high level officials both civilian and military. Knowledge of Air Force continuous process improvement methodology, tools, and techniques. Knowledge of safety, health, and security regulations. Other significant facts pertaining to this position are: Performs other related duties as assigned. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and/or military aircraft to perform temporary duty (TDY) assignments. May be required to perform shift work and other duties assigned Part-time or unpaid experience: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
