Branch Head
You will serve as a Branch Head in the Software/Systems Test Engineering Branch, within the SE & ALRE Test Division in the Prototype, Manufacturing and Test Department, SE & ALRE Group of NAVAIRWARCENADLKE. Responsibilities
You will plan, coordinate, manage and direct the development and implementation of test engineering process, software engineering policies, guidance and metrics for the Software/Systems Test Engineering Branch. You will develop and update NAWCAD policy, procedures, and programs to satisfy DoD and Navy Aircraft Launch and Recovery Equipment program requirements for system/software engineering. You will manage individual development and certification/qualification of others to standard job qualifications. You will develop metrics and track progress to ensure successful execution of test programs. You will compile technical engineering data to provide guidance and recommendations to all echelons of management regarding strategic goals, objectives and responsibilities of the organization. Conditions of Employment Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (NM-03/ GS 9-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Planning, coordinating, managing and directing the development and implementation of test engineering processes, software engineering policies, guidance and metrics for the Software/Systems Test Engineering Branch. Providing test engineering support to program managers for ALRE/SE programs and technical matters, ensuring DoD, Navy and NAWCAD policy is appropriately tailored and included in program and contractual documents and is considered in technical and programmatic decisions. Providing test engineering and software testing support of ALRE systems under development, acquisition, modification and/or sustainment. Carrying out the full range of combined technical and administrative direction of others. Planning work and preparing performance plans covering work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work. Additional qualification information can be found from the following Office of Personnel Management website: Education: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Additional Information: This position is covered by the Department of Defense Priority Placement Program.
