User Engagement Representative - FBI & Law Enforcement
Noblis ESI is seeking a User Engagement Representative - FBI & Law Enforcement supporting our IC customer with a national space enterprise and ground systems background in Chantilly VA. The User Engagement Representative will serve as the primary liaison between the NRO and the Federal Bureau of Investigation (FBI) as well as other law enforcement agencies, ensuring effective collaboration, communication, and alignment of mission objectives. This role focuses on fostering partnerships, understanding operational requirements, and advocating for law enforcement needs within the NRO programs and capabilities. The User Engagement Representative will play a key role in facilitating the integration of space-based reconnaissance capabilities to enhance domestic law enforcement and national security efforts. Responsibilities will include, but are not limited to: Act as the central point of contact between NRO and law enforcement partners, including the FBI and other federal, state, and local agencies. Build and maintain trusted relationships with law enforcement stakeholders to advance mutual mission objectives. Promote awareness of NRO's capabilities, technologies, and services relevant to law enforcement operations, such as geospatial intelligence and surveillance support. Collect, analyze, and prioritize user requirements from law enforcement stakeholders to inform and shape NRO programs and initiatives. Facilitate effective communication between NRO leadership and law enforcement users to address operational challenges and identify solutions. Conduct outreach activities, presentations, and briefings tailored to the needs of law enforcement agencies to demonstrate the value of NRO capabilities. Provide guidance to law enforcement stakeholders on accessing and leveraging NRO resources and tools for operational success. Ensure timely resolution of user concerns by coordinating with NRO teams, escalating issues to leadership as necessary. Maintain knowledge of FBI and law enforcement missions, strategies, and emerging requirements to align NRO services with evolving needs. Required Qualifications: Must have an active Top Secret/SCI clearance with a Counterintelligence (CI) Polygraph. US Citizenship is required. Bachelor degree with 12+ years of experience OR Master's degree with 10+ years of experience, OR Associate degree with 14+ years of experience OR High school diploma with 16+ years of experience. Proven experience in stakeholder engagement, strategic communication, or customer relationship management within FBI and law enforcement or a related government agency. Familiarity with the NRO's and DoD's national and tactical space architectures. Ability to problem solve in a rapidly changing environment and interface with the customer daily. Strong communications skills and ability to serve as a trusted advisor. Be able to travel. - 10% Desired Qualifications: Master's or PhD in Technology, Computer Science, Engineering, Business, or a related field. Certified in one or more of the following: Project Management. Knowledge of Electro-optical, GEOINT, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture. Ability to be flexible to handle multiple priorities and to work flexible schedules as necessary. Strong analytical, problem-solving, and decision-making capabilities.
