Description
The Human Resource Specialist/Executive Assistant reports to the General Manager. This position addresses tight deadlines and a multitude of clerical activities, including coordinating all Human Resources administrative functions, onboarding new employees, maintaining employee records, and providing key support to the General Manager. This position also serves as a key strategic assistant to the General Manager, handling administrative duties and coordinating all District elections and functions.1
Examples of Duties
JOB DUTIES:
•Assists General Manager and Police Chief with the hiring process, including submitting job postings online and scheduling candidate interviews
•Coordinates pre-employment process, including drug screening, background check, and MVR
•Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to the appropriate manager or the General Manager
•Maintains the integrity and confidentiality of human resource files and records
•Assists employees with all HR related questions, including: benefits, accruals, and issues or concerns
•Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately
•Conducts or assists with new hire orientations and exit interviews
•Enrolls all employees into benefits portals and maintains those records
•Functions as the liaison to all insurance, benefits, and government organizations on behalf of the District, including open enrollment and open market situations, and contract coordination
•Coordinates Workers' Compensation filings
•Assists with planning and execution of special events such as organization-wide meetings, employee recognition events, and holiday parties
•Coordinates and executes all administrative duties of the Board of Directors' annual election within the guidelines of the Secretary of State
•Provides administrative assistance, such as writing and editing emails, drafting memos, and preparing communications to staff and stakeholders on the executive's behalf
•Managing the executive's day-to-day, including making appointments and prioritizing the most sensitive matters
•Assists with the coordination of special projects for timing and document creation
•Performs other duties as assigned
Typical Qualifications
5+ years of related administrative experience
•2+ years of Human Resource experience
•Election Coordinator Experience
•Notary Public

Supplemental Information
•Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law)

Salary / Pay Range
- This position starts at the amount listed in the position heading. Salary may be adjusted based on qualifications.
- 4% Cost of Living Adjustment annually based on acceptable annual performance evaluation.
Holidays
There are ten (10) paid holidays given annually to each employee.
Compensation Time
At the employee's request, the employee may accrue compensation time in-lieu of overtime up to 48 hours
Vacation / Sick Leave (Paid Time Off)
All Elm Ridge WCID at-will employees earn 6.92 personal time off per pay period during years 1-4, 8.46 hours during years 5-9, and 10 hours per pay period upon 10+ years of service with the district.
Insurance
All Elm Ridge WCID at-will employees become eligible for participation in the district insurance programs on the date they are hired.
Medical
The district sponsored health insurance is available to district employees. The district offers two different health insurance plans through Cigna. The district covers 100% off the employee's plan and provides an annual $1000 HSA Medical Account contribution to the employee (based on plan chosen).
Dental
Each employee is provided dental insurance at low cost. Employees' dependents may be added at additional low cost.
Life
Each employee is provided life insurance equal to one year's salary.
Retirement
All Elm Ridge WCID at-will employees are required to be members of the Texas County & District Retirement System. The plan is a 7% employee contribution in which the district matches the employee contribution with a 2 to 1 match. The plan also provides an annual yearly yield of a 7% return. (Five-year vesting, twenty-year retirement).
State Income Tax
There is no state income tax in Texas.
Deferred Compensation
You may participate in a 457 Deferred Compensation Program (Mission Square Retirement) to shelter a portion of your gross annual salary from income taxes. The deferred portion will be placed into investment options of the employees choice and may be withdrawn at termination or retirement. The District provides a free $100 per month for each employee to this program.
