Key Responsibilities: Develop communications and reporting networks for data gathering, review, analysis and presentation of recommendations to ensure projects remains on schedule and within budget. Communicate schedule status & recommendations to the project teams to maintain the projects within approved budgets and cash flow constraints. Work with project teams to develop and maintain project work breakdown structures according to company & Project Controls standards. Validate area team project estimates, company project estimating practices, identification of expense classifications, etc. Review and maintain project performance measurement systems (SAP Prometheus/Primavera P6) and reports for contractor progress. Ensure both company and contractors adhere to project control procedures and reporting requirements. Support Project Controls Supervisor with monthly portfolio and project status reporting. Interface with various departments to gather information, communicate issues, and resolve problems. Prepare and keep current master program and project plans as well as sub project plans for monitoring and tracking. Provide information as needed on the content, modification, or presentation of project schedule. Identify and record the impact of work performed and not performed as scheduled. Evaluate actual construction progress and provide regular schedule updates. Interface with Operations, Owners, and Subcontractors to discuss impact of work and resolution of problems. Contribute to the development of working schedules for Estimating, prior to execution date, which sufficiently illustrates the sequence of work activities and project timeframe. Prepare and issue preliminary forecast with project leads. Consult the appropriate project team members and company's estimating procedures as a means of ensuring that proper planning is completed prior to the commencement of work. Develop & maintain regular manpower estimates/histograms for current, upcoming, and future work for short term and long-term forecasting manpower needs. Perform EVM analysis on projects in execution phase.
Education, Experience and Skills: Minimum Qualifications Must have High School Diploma and 10 years of planning, scheduling and/or project controls experience in a Refinery. OR Must have a Bachelors degree in Construction Management, Accounting, Engineering, Business, or an equivalent field. (Education must be obtained/completed prior to start date) (Degree must be accredited in US.) and Must have at least 5 years of in executing, contracting, planning and scheduling projects work in a refinery, petro-chemical or other related heavy industry. Must be proficient in Microsoft: Word, Excel and Outlook. Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical. Must be legally authorized to work in the US without the need for future VISA sponsorship. Able to quickly adapt in a dynamic work environment. The available schedules for the position are 9/80, 5/40 or 4/1 and must have the ability to support schedules during Cat Change and/or Turnaround (TAR). Preferred Qualifications More than 5 years of experience in executing, contracting, planning and scheduling projects work is preferred. Experience with SAP -Planning and Scheduling software and Primavera P6 is preferred. Advanced Excel skills is preferred. Valid driver's license is preferred. (company determines valid status.)
