GENERAL STATEMENT OF DUTIES
Performs complex analysis and coordination activities in the development and implementation of emergency management programs that have departmental, county, regional, and statewide scope and impact. Coordinates development of comprehensive emergency management plans. Performs other related duties as assigned.
SUPERVISION RECEIVED
Works under the general direction of the County Emergency Manager who sets goals and reviews work for conformance to county, state and federal policies and legal requirements.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification; however, incumbent will provide technical direction to county employees during emergencies, disasters, mass casualty/mass fatality, and terrorism incidents. May also provide leadership over administrative and professional staff for specific projects.
Typical Duties - Duties include, but are not limited to the following
- Develops and maintains comprehensive emergency management plans, to include the Emergency Operations Plan, the Hazard Mitigation Plan, the Recovery Plan and Continuity of Government/Operations plans, Community Wildfire Plan, Debris Management Plan, Extremely Hazardous Substance, Emergency Response Plans, Continuity of Operations Plans, applicable annexes, and other plans relevant to the Emergency Management Program Goals. Assists local organizations to develop their emergency management plans.
- Leads the development of the county's all-hazard Threat and Hazard Identification Risk Assessment and Stakeholder Preparedness Review (THIRA-SPR), maintains the county's Capability Assessment and submits the Stakeholder Preparedness Report (SPR) to Oregon Emergency Management annually. Manage and coordinate County's National Incident Management System (NIMS)/ Incident Command System (ICS) Compliance Program.
- Grant management and coordination to include, supporting the development of applications, grant management, tracking and reporting requirements. Maintains awareness with grant programs available to the program and shares with applicable partners. Ensures compliance with laws and regulations related to grants administered. Prepare documentation for meetings and approvals with the Board of Commissioners.
- Establish and maintain liaisons with other programs and agencies and key internal and external stakeholders relevant to emergency management purposes. Participates in regional meetings, workshops, projects, boards and commissions, and shares key findings and recommendations with the team.
- Research available technologies applicable to the program area; establishes or recommends evaluation criteria and methodologies; coordinates technical assessment of current systems and data, recommends new and enhanced technologies to achieve program goals, prepares and administers grant proposals and procurement.
- Assists in developing, maintaining and operating the county's Emergency Operations Center; acts as an advisor to the Emergency Operations Center staff in responding to emergencies; may act as a Section Chief, or other functional positions, in the EOC or field based on training. Assist in the development of the county Incident Management Team including identifying personnel, training and coaching assigned members. Supports State Qualification system. Supports the After Action and Improvement planning process for all EOC exercises and activations.
- Plans, develops, and delivers program specific training and education to County employees, local and regional law enforcement and emergency personnel, local schools and business and the public, and partners. Conducts program outreach and promotional activities.
- Assists in the development of mutual aid and collaborative agreements with regional and contiguous county departments, first responder agencies; and governmental and non-governmental agencies.
- Implements emergency management strategic plans and work plans by managing and completing projects; projects may address all phases of emergency management including mitigation, prevention, preparedness, response, and recovery.
- Supports the selection and management of project contractors to conduct projects. Develops subject matter and specifics for request for proposals, contracts, and monitors progress, compliance, reports for record.
- Take recommended or required training to prepare for roles or enhance capabilities related to Emergency Management, Incident Command Systems, Planning, Project Management, software systems, and recovery, and other requirements in compliance with the Emergency Management Performance Grant.
- Leads and supports the team in a continuous improvement cycle for the program including operating procedures, resources, and shared information on best practices and trends in emergency management.
- Develops, implements, and oversees drills and exercises to assess and enhance the county's ability to respond to and recover from emergencies; evaluates the ability of other public and private organizations to do the same; facilitates after action analysis of incidents.
- Support the management, improvement and continued development of the County's Emergency Alerts and Warnings program.
- Participates in on-going training and professional development.
- Emergency Management duties may require working long hours outside of normal business hours, weekend/holiday work, may occur with little or no advance notice. This position is subject to call back if there is an emergency after normal business hours.
- Operates a motor vehicle for the purpose of emergency situations and for meetings throughout Oregon.
- Operates a two-way radio as necessary.
- Evaluates and makes recommendations about Emergency Management Policies and Procedures and assists in the development of new policies and procedures when necessary.

EXPERIENCE AND TRAINING
- Bachelor's degree in emergency management/homeland security, public or business administration, public health, social work, education or related social/behavioral sciences; a master's degree is preferred; AND
- Four years of responsible emergency management or a related field such as military, public works, public health, law enforcement, fire services, or emergency medical services experience; including independent research, design and methodology, policy analysis, and facilitation of group/public services; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
- 24-Hour Response. Must be available to perform response duties during an emergency. This classification is essential; a department may designate positions to work during emergencies or business closures to meet operational requirements, ensure health and safety, and protect people and property.
- Must be able to travel to meetings and attend trainings that may require overnight stays.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
- This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. The Marion County Drug and Alcohol Use and Testing Policy can be found at:
- Courses/Certification: Certified Emergency Manager (CEM) or Oregon Certified Emergency Management Specialist (ORCEMS) preferred.
- Courses/Certification, which must be obtain within 1 yr of appointment:
- FEMA Professional Development Series.
- Completion of 20 hours of instruction in emergency management.

- Typical Work Schedule: Monday through Thursday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program. KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles and practices of management including program planning, development, evaluation, and fiscal administration; federal, state, and local laws and regulations related to emergency/disaster mitigation, response and recovery; principles of disaster planning and exercise design; principals of project management; basic grant writing; familiarity with the system for preparing emergency reports required for the coordination of emergency operations between the county and state governments; geographic information systems (GIS).
Skill & ability to work independently in developing goals, procedures, and anticipating task requirements inherent to assigned areas of responsibility; develop and maintain partnerships and collaborative working relationships with community organizations, contractors, employees, agencies, and the public; use sound judgment and discretion in dealing with other interdepartmental, intergovernmental, and interagency representatives; effectively coordinate and facilitate group process; communicate effectively both orally and in written form.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
