The Program Manager provides support in growing the program, budgeting and clinical oversight to ECM Supervisor and Lead Care Managers. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. (Other duties may be assigned) Responsible for all aspects of the ECM program, including program development, growth and improvement, budgeting, and building relationships with stakeholders. Provide clinical and programmatic leadership and training. Responsible for interviewing and hiring; trains; plans, assigns, and directs work; appraises performance; implements disciplinary actions; addresses complaints; and resolves problems for all program staff, in accordance with SDCC policies and procedures. Keeping current with changing State laws and protocols related to ECM service delivery and process. Supervise graduate interns, as assigned. Support ongoing communication and certification procedures with managed care providers and other contractual partners. Participate in regular meetings with managed care programs, other contract liaisons, and community partners. Seek opportunities to build strong relationships with health care providers, local and community organizations, and government agencies to support enrolled clients. Oversee reporting, billing, and quality assurance in partnership with other departments. Ensure continuous availability of clinical supervision, consultation, and support as required during and after normal business hours. Assures that staff maintain accurate, complete, and timely case records per requirements of oversight bodies, payors, and SDCC and program policies. Ensures documentation reviewed for quality and completeness. Develops and maintains positive working relationships with Full Circle Health Network, Community Health Group and other managed care Medi-Cal providers to build and maintain program. Maintains clear, effective, and open communication between multidisciplinary clinical staff, and administrative personnel within and between SDCC programs and with community partners. Assists ECM staff in responding to unsafe behaviors or environments and provides crisis phone or in person support to staff as needed. Provide outreach and education to community partners related to ECM program and represents ECM in community meetings as assigned. Other projects as assigned Supervisory Responsibilities Directly supervises employees and carries out supervisory responsibilities in accordance with organization’s policies, and applicable laws.
