This position is located in the District Department of Transportation (DDOT). The District Department of Transportation's mission is to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia. DDOT prioritizes building a safer infrastructure across all 8 wards, utilizes innovative technologies and strategies to reduce congestion and greenhouse gas emissions, and expands our transit systems to connect residents to economic opportunities. This position will be in the Traffic Safety Administration (TSA).
The incumbent serves as the Associate Director for the Multimodal Project Delivery Division, with responsibility for the leadership and direction in the planning, design, and construction of the District of Columbia's Multimodal small to medium-scale projects around the city. Incumbent serves as a technical authority, expert, and advisor on the provision of safe, efficient, and effective transportation operations services; and coordinates and manages the completion of specialized multi-year programs and projects that involve the conceptual development, design, and management of traffic control measures in compliance with governing guidelines. Incumbent also provides supervision and leadership to a multi-disciplinary team ensuring compliance with local and federal regulations for the implementation of multi-modal traffic and safety improvement projects in the city.
Duties and Responsibilities
Manages the construction phases of numerous transportation projects in the District of Columbia. Incumbent provides overall direction for the District small to medium project delivery; and participates in the leadership, supervision, and direction of a multi-disciplinary team responsible for meeting performance and mission goals. Program areas include multimodal project delivery including and not limited to analysis; studies; roadway design; stormwater design; plan development, signal design, review and approval processes, construction of multimodal projects and safety improvements, and inspections.
Provides the full range of supervisory services, as required to manage and direct the work efforts of subordinate staff and activities of assigned operations. Plans, schedules, and coordinates work operations. Hires, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, and reviews the work of subordinate employees. Provides a full range of supervisory services for administrative and engineering staff. Plans, schedules, and coordinates work operations. Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs, and reviews staff work, as of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. Explains and gains support of employees for management changes, policies, and goals.
Qualifications and Education
Education: A bachelor's degree is required, in engineering or a closely related major field of study.
Specialized Experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as experience in electrical systems and civil engineering principles, practices, and guidelines. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Mastery knowledge of Federal and District codes, laws, regulations, policies, and traffic control and enforcement operations. Mastery knowledge of and demonstrated expertise in Public Safety and Security policies, procedures, and strategies. Demonstrated skill and ability to provide administrative and operational support for traffic operations. Knowledge of the mission, organizational structure, transportation operation, principles, policies, regulations, functions, methodologies, concepts, goals, and objectives of the District Department of Transportation.
Five years of experience in roadway design; stormwater design; plan development, signal design, review and approval processes, construction of multimodal projects and safety improvements, and inspections is preferred.
Licenses and Certifications
Must possess and maintain a valid driver's license and have an acceptable driving record.
Masters in Civil Engineering is preferred
Professional Engineer licensure is preferred.
Working Conditions/Environment
Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

security-sensitive , pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.
Emergency Designation:
This position has been designated as an
essential
employee position under District Personnel Manual's provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent may be required to work weekends, evenings, and in on call situations.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
