CJ24-0100 Special Advisor for Conduct and Performance with Security Clearance

Ensures active risk management for all staff members within their scope of duties and responsibilities, including promotion of security consciousness and implementing and/or following security directives, regulations, and policies, safeguarding classified information, material, and equipment. Serves as a senior advisor to the Bureau of African Affairs' Executive Director. Advises and assists the Executive Director, Principal Deputy Assistant Secretary, and Assistant Secretary on a wide range of matters related to Bureau and Department policy, human resources, conduct and performance. Advises the Executive Director, PDAS, and Assistant Secretary on sensitive personnel matters, and assist Bureau Leadership in preparations for involvement in Alternative Dispute Resolution and/or court cases related to personnel issues. Acts as consultant for leadership at overseas posts, advising on sensitive personnel matters. Advise overseas supervisors (Executive Officers, Management Officers, and Section Heads) on CAP-related tasks and challenges. Coordinates with the Global Talent Management (GTM) Management Support Unit (MSU) to manage conduct and performance issues. Advises and assists overseas posts and domestic offices with talking points to be used during formal counseling sessions with employees and processing required documents to be forwarded up the chain of command for personnel actions. Advises overseas posts and domestic offices on managing conduct concerns and creating Requests for Discipline (RFD). Advises and assists overseas posts and domestic offices with Performance Management, including the use of Performance Improvement Plans (PIP). Coordinates with AF/EX/HR and AF/EX/RSD colleagues to manage issues related to employee relations including curtailments and over-complement assignments. MINIMUM QUALIFICATIONS Education: Preferred bachelor's degree or equivalent experience Minimum Years' Experience: 4 years or more Proficient in Microsoft Office Suite Possess strong multi-tasking and organizational skills Strong interpersonal and customer service skills Demonstrated written and oral communications skills Ability to handle complexity and highly detailed responsibilities Experience and ability to work and interact with others and provide excellent customer service Ability to prioritize work and make decisions Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times SPECIALIZED EXPERIENCE Possesses a demonstrable level of expertise in relevant field gained through extensive practical experience, equivalent to a degree in related field. Proven track record of success in specific tasks in lieu a post-secondary degree. Demonstrated in-depth knowledge and understanding of industry specifics through years of hands-on experience. Equivalent experience in lieu of a degree will be considered based on the candidate's ability to effectively perform the job duties.
