Job Description And Duties
Under general direction of the Assistant Deputy Director, Workforce Development and Training Branch, Department of Developmental Services (Department), the SSM II will provide leadership to personnel and contractors responsible for Department’ efforts to implement and oversee Direct Service Professional (DSP) workforce development initiatives to recruit, train, and retain the workforce serving individuals with intellectual and other developmental disabilities (I/DD). Such efforts include but are not limited to training stipends for workers who provide direct services, internships for workers who provide direct services, Regional Center employee tuition reimbursement program, and a pilot program for remote supports using technology solutions. These Workforce Development programs and activities support services delivered by the 21 Regional Centers (RCs) and qualified community service providers for persons with I/DD in California. This is a high-level position that requires sensitivity, sound level judgment, confidentiality and decision-making skills.

Working Conditions
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California. All commute expenses to the reporting location will be the responsibility of the selected candidate.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
This position is eligible to participate in the Departments hybrid telework schedule. Participation in telework is subject to Department guidelines.
The salary ranges listed do not include the 3% General Salary Increase effective July 1, 2025.

Department Information
The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

Please describe how you would lead a team of Staff Service Manager I’s. Include in your response, specific examples that would demonstrate your leadership and supervisory style. Please describe your experience that demonstrates ability to: Develop and maintain cooperative working relationships with a team, representatives of all levels of government, the public, and members of the community. Experience executing and managing contracts, reviewing and approving invoices, developing work plans, and implementing new programs.

Computer hardware and software, including Microsoft Word, Excel, PowerPoint, InDesign and Outlook; analytical concepts, principles, and techniques; government structure, organization and function; planning, policy and systems/management analysis and program evaluation; project management principles, including work plan development and budgeting; understanding of the processes of community and group interaction in developmental disabilities planning procedures; current trends and promising practices in developmental disabilities.
Ability to: Plan, organize, and oversee; gain the confidence and support of top-level administrators and advise on a wide range of program matters; develop cooperative working relationships with representatives of all levels of government, the public, and community members; analyze complex problems and recommend effective courses of action. Manage multiple projects to meet Department goals and objectives; communicate effectively, verbally and in writing; work collaboratively in multidisciplinary teams, and develop and maintain cooperative and harmonious relationships with RCs and other state agencies, peers, the public, and others; perform legislation review and analysis; review and write regulations; apply quality management principles and techniques; and develop, review, and edit sensitive and complex written reports and establish and maintain project priorities.
