The City of Garland is seeking a proactive and experienced Development Civil Engineer to join our team. As a key member of the Development Engineering Group, the Development Civil Engineer is responsible for managing, reviewing and approving the design of private land development projects and various public works projects to ensure compliance with City ordinances, engineering standard practices, and all regulatory requirements. Summary
The City of Garland is seeking a proactive and experienced Development Civil Engineer to join our team. As a key member of the Development Engineering Group, the Development Civil Engineer is responsible for managing, reviewing and approving the design of private land development projects and various public works projects to ensure compliance with City ordinances, engineering standard practices, and all regulatory requirements.
The Development Engineering Group’s main focus is engineering plan review for residential subdivisions and commercial site development, attending Development Review Committee meetings, conducting meetings with consultants, engineers, property owners and residents, planning public infrastructure systems (including water, wastewater, drainage and street systems), and supporting the Planning Department during entitlement requests and cases.
Pay Range:
$95,000 - $125,000 (Depending on qualifications and experience)
Work Schedule:
Traditional work week, 8:00am - 5:00pm Monday through Friday. After 6-month training period, flexible or hybrid work schedule with two remote workdays a week is an option.
Essential Duties and Responsibilities

Review, coordinate, and manage residential subdivision and commercial site development projects, including engineering plan review, platting process, and land entitlement case support. Represent the Engineering Dept. at Development Review Committee meetings and serve as the primary representative at pre-development meetings. Coordinate developer and contractor requirements to connect to the City’s utility systems, including water, wastewater and drainage systems and applicable site grading and land disturbance requirements. Review private development plans, including street, drainage and utility related infrastructure, to ensure compliance with the City’s Code of Ordinances, Technical Standards Manual, and Standard Construction Details. Lead interdepartmental design reviews to ensure constructability and regulatory compliance. Provide technical expertise, guidance, and instruction to developers, consultant engineers, staff, and the general public on water, wastewater, drainage regulations and floodplain management practices and requirements. Review engineering studies, technical reports, and construction documents for conformance with City standards and applicable requirements. Conduct hydraulic and stormwater calculations and have knowledge of FEMA’s CLOMR and LOMR processes. Review license and real property agreement applications for accuracy and adherence to City requirements. Search for, obtain, and review plats, record drawings, easements and other relevant historical documents. Review and approve contracts, easements, reports, invoices and legal documents as required. Manage selected Capital Improvement Projects and various other public works projects. Meet with other Municipal, County, State, Federal and other agencies for review and compliance with established requirements and obtain permits when necessary. Keep abreast of emerging trends, technologies, and regulations related to development engineering and participate in professional development activities to enhance job knowledge and skills. Collaborate with internal departments to update development standards, policies, and procedures in alignment with the Engineering Department’s requirements. Exhibit a strong sense of urgency and proactive approach to meet project deadlines with the ability to manage multiple projects and deliverables simultaneously.
Minimum Qualifications
Bachelor of Science in Civil Engineering from ABET accredited school Professional Engineer (P.E.) license with the ability to secure Texas registration within 6 months of hire 4-6 years of experience in land development projects with experience in design, submitting and obtaining land development permits from municipalities, or reviewing projects for permit issuance from design to record drawings.
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications

4-6 years or more experience designing and coordinating land development and entitlement cases 4-6 years reviewing and approving land development permits for a municipality
Knowledge, Skills & Abilities
Comprehensive knowledge of principals, techniques, and practices of civil and hydraulic engineering related to municipal surveys, plans, and public works design Skills in hydrologic and hydraulic modeling software, such as HEC-HMS, HEC-RAS, XPSWMM, FlowMaster, CulvertMaster, or AutoCAD Skills in Microsoft Office (Teams, Word, Excel, PowerPoint and Access) Skills in BlueBeam REVU PDF review software or equivalent Knowledge of federal, state, and local land development and public works regulations (e.g., FEMA, TCEQ, TWDB, NCTCOG, etc.) Working knowledge of construction practices Ability to read and interpret plats, easements, plans, construction details, specifications, and contracts Strong attention to detail to ensure accuracy in calculations, designs, and documentation related to stormwater engineering projects Ability to work independently with minimal supervision to manage tasks and meet schedules Ability to collaborate effectively with cross-functional teams
Licenses and Certifications
Valid Class C Texas Driver's License Licensed Professional Engineer (P.E.) Certified Floodplain Manager (CFM) certification is not required but added benefit
