DEA is located in Arlington, VA and this position will be performed on-site five days a week.
Essential Duties and Responsibilities
The Contractor shall provide support for the full-range of position classification and position management functions to include position and organizational evaluations requiring the establishment and maintenance of the agency's position classification program to determine the appropriate pay system, occupational grouping, title and grade of positions, and advising management on position, pay, and organization design including, but not limited to, Fair Labor Standards Act (FLSA) determinations, functional statements, law enforcement retirement coverage, bargaining unit status, and position descriptions. Task shall be performed consistent with all applicable federal laws, rules, regulations, policies, and procedures.
Services shall include but are not limited to: Provide subject matter expertise on organizational design and structure, federal job position classification, position management, compensation administration, FLSA coverage, and the adjudication of employee appeals (i.e., on job grading, position descriptions); Assist with federal position classification, position management, compensation administration, job analyses, and compliance with FLSA coverage; Administer and maintain the Position Description (PD) Library (e.g., activate, deactivate, abolish PDs; assign PD numbers to new agency PDs, etc.); Administer and maintain a library of organizational charts for the agency; Assess and make recommendation regarding validity of employee requests for promotion stemming pursuant to the accretion of their duties; Provide position management advisories to management, when and as requested; Conduct comprehensive reorganization and/or realignment studies related to DEA Program Office reorganization and/or realignment efforts pertaining to special requests and backlogs of work within the program area; Conduct comprehensive federal occupational studies and job position reviews for DEA including, but not limited to those mandated by the OPM, or DOJ; Conduct DEA-wide studies regarding the application and use of pay authorities for each DEA job position to include, but not limited to: compliance with Administratively Uncontrollable Overtime (AUO) rules, Law Enforcement Availability Pay (LEAP) rules, FLSA, Official Use of Time, Overtime Limitations, and Competitive Level Code provisions in compliance with all applicable federal laws, regulations, rules, policies, procedures, and guidelines; Conduct secondary position classification reviews and process appeals in accordance with all applicable federal laws, regulations, rules, policies, procedures, and guidelines; Prepare and submit completed secondary position classification review/appeal packages to HRD for final review and approval; Conduct and review job analyses for new and existing agency positions; Collaborate with Business Operations Recruitment and Staffing Unit (DRH) Staffing Section on developing the applicable Selective Placement Factors and Quality Ranking Factors for specific job positions, when and as requested; Recommend final determinations on position management and position classification actions to include, but not limited to classification determinations relative to the correct pay plan, occupational series, grade level, and position title for all DEA job positions, in compliance with all applicable federal laws, rules, regulations, policies, procedures, and guidelines; Conduct formal and informal on-site or telephonic desk audits to include, but not limited to developing and disseminating DEA approved questionnaires; preparing detailed evaluation reports; and compiling audit findings, in compliance with all applicable laws, rules, regulations, policies, procedures, and guidelines; Research and recommend competitive level codes (CLCs) required for DEA job positions to be in compliance with all applicable federal laws, rules, regulations, policies, procedures and guidelines; Prepare packages for federal Law Enforcement Officer (LEO) Primary and Secondary Coverage in compliance with all applicable federal laws, rules, regulations, policies, and guidelines; Adjudicate LEO service coverage requests submitted by individual federal employees in compliance with all applicable federal laws, rules, regulations, policies, and guidelines; Prepare written official federal employee PDs in compliance with all applicable federal laws, rules, regulations, policies, procedures, and guidelines for new job position and tailor standard PDs for agency positions, when and as requested; Provide subject matter expertise on the full range of federal position classification/position management matters to HRD federal employees, supervisors, and managers; Coordinate and track requests for LEO Retirement Benefits Coverage on all new agency positions; Provide clerical support and perform other duties, as requested, focusing on discovering and meeting internal and external customers' needs in a manner that satisfies internal and external customer needs, including but not limited to: Ensure that ALL activities performed are consistent with the latest federal classification guidance and procedures; Receive all Standard Form (SF)-52 actions and ensures their timely, accurate, and efficient processing by reviewing content, evaluating if a Classification Specialist review is required or if able to forward to appropriate HRD Branch Identify issues with SF-52's and brings those to the attention of the servicing Classification Specialist; Identify problems and determine appropriate resolutions; Utilize, update and maintain various computer applications and computerized Human Resource systems for all classification and position management functions; Build master record numbers (MRNs) and under appropriate MRN builds individual position numbers (IPNs) within the Position Management Systems Operations (PMSO) module; Correct NFC errors and warnings; Produce reports and respond to emails and access other related electronic data; Record Personal Security Unit (PSU) and Labor Relations (LR) determinations on new position descriptions (PDs) and loads into PD Library and shared drive; Provide advice and assistance to users regarding NFC, PMSO, the PD Library and other related systems; (vi)Obtain PD Library access for new users; Prepare weekly workload activity reports; Locate and retrieve various classification related documents from internal sources and other offices as appropriate; Participate in and complete special projects, reports or assignments in support of position management and classification functions; Due to the urgency of many requests, ensure all classification related projects are completed in a timely, accurate, and efficient manner; Gather, organize, review and analyze facts and information to support the results of the project/report; Projects consist of accurate information, are clearly written, grammatically correct and respond to the issue at hand; Keep the HR Specialists informed about significant issues in a timely manner; Coordinate and track to completion inquiries received from agency employees and supervisors regarding HRD Classification processes and procedures; Classify position descriptions (PDs) as to appropriate pay plan, occupational series, title and grade; Conduct desk audits; Prepare evaluation statements; Assist with conducting occupational studies; Make FLSA recommendations; Review requests for personnel actions (SF-52s) for position management and proper position description number; Assist with updating position descriptions; Assist with applying draft OPM position classification standards and providing comments; Assist with applying newly issued OPM standards to existing PDs; Assist with quality control review of classification-related data entry into the NFC system; Assist with adjudicating requests for individual service credit for 6c/LEO coverage; Prepare packages requesting 6c/LEO coverage for newly classified law enforcement PDs; Gather data and draft responses to requests from OPM for classification appeals documentations; Assist with gathering data for FOIA requests and draft responses for review and approval of a federal official; Coordinate position sensitivity level determinations with program offices and the Personnel Security Unit; Process data entry tasks related to position build activities in NFC. Job Requirements and Experience
Bachelor's degree in human resources or a related field. Five years of position classification/management. Three years of related position classification experience in the public or private sector may be substituted for degree ADA Requirements
Operate a PC and phone in an office environment. Work in a primarily sedentary position. Perform some bending, light lifting, and carrying of equipment may be required. Any additional office equipment that is required by the position.
