General Definition of Work
Performs professional technical work in the planning, acquisition, installation, maintenance, and administration of radio system communication networks, including the 800 MHz digital trunked radio system, for Public Safety and other agencies. Does related work as required. Work is performed under limited supervision. May supervise personnel.
Examples of Duties
Oversees all aspects of the planning and administration of multi-site digital trunked and conventional radio systems in public safety communications systems and of next generation 911 (NG911) Customer Premise Equipment (CPE) telecommunications systems; Installs, maintains, and repairs communications and electronic equipment, particularly 7-800 MHz trunked radio communications systems and subscribers, radio digital microwave data, and radio system network fiber optic systems; Develops and implements on-going enhancements of radio communications systems, of NG911 CPE, and related electronic equipment and fiber optic systems; Schedules, assigns tasks, and monitors work performed by vendors; Plans, programs, and oversees projects and maintenance by directing other agencies personnel on radio systems for the City of Fredericksburg, University of Mary Washington, Fred Bus Service, and non-public safety agencies of Stafford County; Provides administration of Radio and telephony audio logging recorder systems; Works on emergency calls after hours; Performs related tasks as required.
Knowledge, Skills And Abilities
Comprehensive knowledge of the principles, procedures, and operation of radio, telephone, and emergency communications systems; Extensive knowledge of maintenance and repair of complex radio and related equipment; Extensive knowledge of the relevant federal, state, and local regulations concerning communications systems; Extensive knowledge and familiarity with public safety radio environment and its demands and requirements; Skill in diagnosing and repairing complex radio and related equipment; Ability to prepare reports from technical information and to present this information in both vocal and written forms; Ability to respond and work on emergency call after hours as needed; Ability to establish and maintain effective working relationships with agency administrators, vendors, other employees and general public.
Education and Experience
A combination of education and experience equivalent to a Technical degree and 5 years of directly related experience in planning, specifying, and maintaining communications systems, particularly LMR (Land Mobile Radio) systems.
Possession of certification in some or all of the following is highly desired:
CompTIA Network + Motorola Solutions or ETA International Certifications Electronics/radio communications systems or equivalent crossover industry certifications; Information Technology (IT) field of study such as CompTIA or Cisco; Telephony field certifications or equivalent in Next Generation 911 Telephone systems to include VOIP and Analog; Vendor recognized certification in IP and Analog audio logging recorder systems.
Special Requirements
Position requires periodic on-call duty status and frequent use of safety equipment.
Possession of a driver's license valid in the Commonwealth of Virginia.
The successful applicant must complete interview, polygraph examination, full background investigation to include a criminal history check, pre-employment physical examination and drug and alcohol testing.
Physical Requirements/Work Environment
This is medium work requiring the exertion of up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Working environment is frequently office/similar indoor, in vehicle, or loud server room and sometimes outdoor, at construction site or shop environment. Occasional exposure to heat or cold, moving mechanical parts and loud noises (>85 decibels) with frequent exposure to a high radio emissions environment.
