Data Solutions Architect
to serve as a technical authority for enterprise data warehousing and analytics initiatives. This role plays a pivotal part in enhancing data-driven decision-making across the agency through the design and implementation of scalable data architectures, business intelligence platforms, and modern cloud-based ETL processes.
As a key technical leader, you will partner with business units, IT teams, and external contractors to transform complex data challenges into actionable insights while ensuring alignment with federal data governance, security, and compliance standards.
Key Responsibilities:
Serve as the
primary technical architect
for federal data warehousing initiatives, supporting mission-critical business intelligence solutions. Design, implement, and maintain data architecture using
Azure Databricks
and related cloud-native tools in accordance with federal IT standards. Lead the development and optimization of
ETL pipelines
(Azure, OWB, ODI), with a focus on scalability, efficiency, and data integrity. Collaborate with Business Analysts to translate policy and programmatic needs into
functional data specifications . Develop and manage
PL/SQL packages
for large-scale federal databases and ensure optimal performance through continuous tuning. Design and implement
logical and physical data models , applying best practices in dimensional modeling and schema design. Ensure data readiness through
data profiling, cleansing, and auditing
activities to support high-quality reporting and analysis. Oversee all phases of the
software development lifecycle (SDLC)
for data solutions, including
test planning and quality assurance . Develop
technical documentation
and
end-user guides
in compliance with agency standards. Interpret and analyze complex system structures using
ER diagrams, data dictionaries, and logic flow documentation . Minimum Requirements:
U.S. Citizenship
Preferred 3+ years
of experience in Azure ETL processing, including Azure Databricks. 3+ years
of experience implementing data warehousing methodologies in a large-scale environment. Proven experience working within or alongside federal agencies or other regulated environments. Strong skills in
data modeling , performance tuning, and PL/SQL development. Knowledge of federal data security, privacy, and compliance requirements (e.g., FISMA, FedRAMP, NIST). Excellent interpersonal and communication skills with the ability to interface with both technical and non-technical stakeholders. Preferred Qualifications:
Prior consulting experience using
Agile delivery methodologies
in a federal or government context. Experience leading or supporting federal data modernization or cloud migration efforts. Familiarity with federal enterprise architecture frameworks (e.g., FEAF, DODAF). Ability to manage QA processes and contribute to the development of comprehensive test strategies.
