Deputy Public Utilities Director – Full Time
The Borough of Red Bank is seeking a highly skilled and motivated
Deputy Public Utilities Director
to support the planning, management, and oversight of a full-service Public Utilities Department. This leadership role assists the Director in overseeing operations related to roads, sewer and water line maintenance, sanitation services, tree and landscape maintenance, and fleet services. The Deputy Director will supervise division leaders, enforce safety and compliance standards, help manage capital improvement projects, and respond to emergencies including weather events and infrastructure failures. The ideal candidate brings strong project management experience and proven leadership in directing staff and coordinating interrelated programs. Work takes place indoors and outdoors in various weather conditions, requiring physical labor and the safe operation of equipment. The successful candidate will be an integral part of maintaining public spaces, assisting with infrastructure projects, and contributing to the overall upkeep of the Borough. Salary Range: $75,000 - $120, 000, based on experience and qualifications. A complete job specification is attached . Responsibilities Include:
Develops, implements, and oversees a variety of public works programs, including infrastructure, facilities, utilities, and fleet maintenance. Establishes work priorities, creates implementation plans, and supervises daily operations across DPU divisions. Directly supervises division leaders and is responsible for staff evaluations, hiring, discipline, and other personnel actions. Prepares, inspects, and approves construction plans/specifications and consults with contractors on project execution. Enforces department policies, procedures, and safety standards in compliance with Borough, State, and Federal guidelines. Serves as Acting Director of the Department of Public Utilities when delegated or in the Director’s absence. Responds to emergencies, severe weather, and urgent infrastructure issues, including after-hours calls when needed. Assists in preparing capital budgets and conducting studies related to public works functions and utility systems. Participates in reviewing engineering plans and administering water, wastewater, and design programs as needed. Prepares reports and maintains records; attends fieldwork and evening meetings; uses digital and manual recordkeeping systems. Performs other duties as assigned. Requirements:
A State of New Jersey Certified Public Works Manager (CPWM) certification identification number. Must possess a valid New Jersey Commercial Driver's License (CDL) Class B License with an Air Brake endorsement. Experience:
Five (5) years’ experience in the development, administration, and implementation of public works or other similar construction/maintenance programs, three (3) years of which shall have included management responsibilities. Please also send your resume and letter of interest
