Overview DecisionPoint is looking for a skilled Information Technology Project Manager for the Application Development Team to develop and maintain software solutions for the legacy applications within the ISD portfolio for a long-term engagement supporting the USCG Aviation Logistics Center (ALC) in Elizabeth City, NC. The software may include hybrid applications, such as web and mobile. Position is on-site with off-site capabilities. Duties & Responsibilities The IT Project Manager plans, initiates, and manages IT projects. Lead and guide the work of technical staff. Serve as liaison between business and technical aspects of projects. Plan project stages and assess business implications for each stage. Monitor progress to assure deadlines, standards, and cost targets are met. Consults with the client to ensure conformity to project and contractual obligations for, but not limited to, IT projects/initiatives. Must be familiar with all phases of the systems development life cycle (i.e., identification, design, development, implementation, & maintenance of automated systems.) Assist in the analysis, design and development of new systems and system enhancements. Approves documentation standards, system specifications, feasibility and justification reports, and policy recommendations. Assist in the development and installation of techniques and procedures to implement policy decisions with regard to organizational structures, program evaluation and productivity improvements. Establishes and maintains technical and financial reports to show progress of projects to management and customers. Organizes and assigns responsibilities to subordinates and oversees the successful completion of all assigned IT tasks. Ensures the development, maintenance and implementation of Program Management Plans and Technical Specifications Plan; documents that guide the performance of all functional and technical activities performed. Experience performing tasks focused on the leadership and/or task management of information systems engineering, or systems integration projects preferred. Qualifications Required/Minimum Skills: Active Secret clearance required. Bachelor's or Associate degree in related field or at minimum Information Technology (IT) Certification (ex. PMP). 6 years of experience providing technical direction and Project Management. 3 years supervisory experience in addition to the six years of experience listed above. Desired Skills: Sufficient technical expertise to be considered a subject matter expert (SME) on managing an enterprise IT system. Experience working on an Agile SCRUM Development Team. Familiar with technologies like .Net, MVC Net, JavaScript, HyperText Markup Language (HTML), CSS, ABF, PHP, OSQ, RW, Ingres, OpenRoad, JQuery, IBM Maximo, Oracle, Oracle Forms, SAS Viya, Cognos, Java, Python, Arbortext Editor, Perl, Adobe Creative Suite, Microsoft 365 SharePoint, Rapid Prototyping Software, Agile, DevSecOps, iOS, Android, web service integration (SOAP, REST, JSON, XML), PrimeFaces, Angular, Adept, Kubernetes, Amazon Web Services (AWS), Microsoft Azure, Format Object Specification Instance (FOSI) and EXtensible Stylesheet Language (XSL) for XML Style Sheets, and Oracle Content Server.
