The Information Technology Director is responsible for overseeing and coordinating the organization’s information technology operations, infrastructure, and strategy. This role ensures the efficient and secure operation of all computer systems, related applications, hardware, and software, aligning IT objectives and programs with the organization’s overall goals.
Distinguishing Features of the Class:
The IT Director plans, directs, and evaluates the implementation of technology solutions to improve organizational efficiency and service delivery, while maintaining system integrity and data security. The position also involves:
Developing and enforcing IT policies and procedures.
Overseeing information technology operations for the Town.
Defining a direction for Town-wide IT infrastructure, security, and training.
Essential Duties and Responsibilities:
Plans, organizes, and oversees the Town’s information systems, including main computer system and main network administration, database management systems, access control systems, and telecommunications, including VOIP-duties including contractor and project management.
Leads IT strategic planning functions; participates in setting direction for technology implementations, reviews, and evaluates innovative technology; participates in planning for future needs.
Develops, maintains, and updates the Town’s IT policies to reflect current technology and practices and provides training as needed.
Stays current on evolving technology as well as the needs of the organization. Recommends and implements upgrades, as needed.
Develops policies and procedures to protect the confidentiality, integrity, and accessibility of the Town’s digital information.
Prepares and manages IT budget; provides pricing and equipment recommendations to all departments.
Negotiates contracts for equipment purchase and leases, phone services, cellular services, alarm service, etc.
Performs business justification and risk management functions for all technology purchases.
Reviews specifications and vendor selection for all technology purchases.
May serve as the administrator for FCC radio licensing and town registrations.
Provides technical assistance to other departments.
Performs other duties as assigned.
Knowledge/Skills/Abilities:
Operation, maintenance, and capabilities of computer and networking equipment.
Principles and techniques in the preparation of computer programs, systems analysis, and computer operational policies, procedures, and practices.
Methods, procedures, policies, and trends associated with the implementation of information technology strategies.
Methods, procedures, and policies of the Town, including Town code, employee handbook, policy and procedure manuals, contracts, publications, and reference texts, etc.
Federal, state, and local laws and policies, including NC General Statutes and other codes, laws, and regulations.
Functions and interrelationships of the Town and other governmental agencies.
Administrative principles involved in developing various policies, programs, and related activities.
Networking equipment, servers, phone systems, personal computers, enterprise systems, operating systems, and software.
Troubleshooting and problem solving.
Organizational and interpersonal skills.
Strong written and oral communication skills.
Budget development and administration.
Ability to use and maintain a variety of office equipment, including calculator, computer, printer, shredder, copier, scanner, telephone, video equipment, and any other equipment necessary to complete the essential functions of the job.
Develop standards and procedures for the performance of information technology operations.
Analyze, diagnose, and solve computer hardware and software problems.
Manage multiple projects and requests for assistance in an organized manner with little or no direct supervision.
Plan, develop, and prioritize daily, short, and long-term goals.
Produce quality work, which requires constant attention to detail.
Analyze and recognize problems and potential problems and recommend appropriate solutions.
Ensure compliance with all laws and regulations.
Read and interpret complex materials.
Produce informational materials.
Establish and maintain effective working relationships, and effectively communicate with other employees, elected officials, town management, vendors, contractors, and the general public; provide assistance and advice to various agencies, departments, and individuals.
Perform duties and complete responsibilities under a degree of stress related to meeting tight deadlines; react calmly and quickly in emergencies; make swift, sound, and educated decisions.
Qualifications
Education/Experience/Other Requirements:A bachelor’s degree in computer science, information technology, or a related field and four years of experience in information systems management; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.Local government IT experience is preferred.Certified Government Chief Information Officer (CGCIO) certification preferred.

- This position typically operates in a professional office environment and requires the ability to frequently sit,stand, walk, speak, listen, and use hands to operate office equipment.- Must be able to exert up to 50 pounds of force occasionally and/or use a negligible amount of force frequently tolift, carry, push, pull or otherwise move objects.- An employee must have the visual acuity necessary to read typewritten and handwritten materials.- Must have the ability to talk and hear to communicate with contractors, the public, and others.
