Under the general direction and oversight of the Chief Operations Officer, the Director of Information Technology provides leadership and direction for all technology applications and systems. As the lead administrator in this area, this role is responsible for planning and prioritization of the technology project portfolio for the agency, and is accountable for quality delivery of projects. The position is also accountable for upholding the highest standards of security and compliance in all technology and information transactions across the organizational network. This position plays a lead role in the optimization of TVHC's Electronic Health Record system (OCIHN EPIC) platform. Other major areas of focus include the telecommunications, LAN/WAN connectivity, network administration, technology procurement, maintenance of service contracts, security of technology, hardware/software upgrades and licensing. This role oversees the staffing and management of personnel in the IT, IS, and Clinical Data Analytics areas. This is a hands-on position with responsibilities that range from long range planning and implementation of system-wide technology solutions, to providing one-on-one and group training and support. Fiscal responsibilities of this position include budget development and adherence, contract and outsourced work, vendor management and system selection. Compensation: $142,385.14 - $160,646.53 annualized, depending on experience. Responsibilities include: Provide internal and external leadership in areas of technology for healthcare and administration. Perform vendor management for key business associates such as EHR, consortia, datacenter, network, suppliers etc. Develop departmental budgets including staffing, contractors, licensing, support contracts, new technology etc. Responsible for enterprise architecture and approval of high-level technical design changes. Implements, coordinates and drives optimization of all initiatives related to the health center's electronic health record system. Works collaboratively with Quality, Clinical and Operations departments to support clinical quality data analytics. Develop and implement a data warehouse system which enables TVHC to monitor and manage clinical and programmatic objectives. Assure organizational security compliance with internal and external regulations and guidelines, including HIPAA/HITECH act. Responsible for all state and federal laws and policies as they apply to technology in an outpatient healthcare facility. Provides oversight and management of health IT projects and ensures high quality and fiscally sound delivery of projects. Provides for greater integration across various systems, and makes recommendations for the upgrade or retention of specific data systems. Responsible for overall health IT systems uptime for the agency. Oversees health IT help desk, technical support, and EHR training functions of the agency. Responsible for technical oversight of enterprise-wide voice communication, collaboration platforms, call center, corporate websites and intranet. Ensure technical and management staff headcount and skill sets are appropriately maintained. Demonstrates commitment to, and understanding of, TVHC's Service Excellence Standards.
