The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).
Job Summary
The Director oversees the clinical and business operations of all services provided by the UTMB CMC Pharmacy Department including the procurement, storage, dispensing, control, distribution, disposal, and promotion of rational, cost-effective, and appropriate drug usage.
Essential Job Functions
- Assumes responsibility for the daily operation and direction of all pharmacy services for CMC.
- Makes provision for the recruitment, retention, interviewing, appointing, training, and evaluation of all members of the pharmacy staff.
- Responsible for overseeing the design, implementation, and management of a safe and effective medication-use system.
- Leverages technology and automated systems to optimize the medication use systems.
- Assures all quality checks and balances are implemented and maintained.
- Responsible for implementation and maintenance of the electronic health record medication records and pharmacy dispensing modules.
- Assesses the health care environment, identifying opportunities to improve medication use and medication-use systems.
- Responsible for all pharmaceutical procurement, receiving, security, inventory control, diversion prevention, and distribution policies.
- Responsible for developing business continuity plans for the continued operation of medication-use systems and the provision of Pharmacy Services during emergencies and disasters.
- Uses advanced communication and project management skills to lead quality and efficiency improvement efforts.
- Prepares reports and conducts studies including cost analysis, preparation of the annual report, budget, and physical inventory.
- Makes provision for the accurate, appropriate, and timely recording and classification of expenses and revenues.
- Makes provisions for complying with all laws and regulations governing pharmacy practice.
- Responsible for disposition and control of narcotics and all other inventories of medication assuring all checks and balances are in place for separation of duties.
- Responsible for the oversight and compliance of the CMC 340B program.
- Assumes the responsibility for the safe working conditions for the pharmacy staff.
- Assists the Associate Vice President of Pharmacy Services with strategic plan.
- Aids in developing the annual operating and capital budgets.
- Serves as the subject matter expert and participates in organization quality improvement initiatives/projects.
- Assumes the duty of subject matter expert and serves as a member in various multi-disciplinary committees.
- Assures ASHP Residency Program Standards are in compliance.
- Rotates through the pharmacy on call schedule.
- Ensures difficult problems and situations are escalated to the Associate Vice President of Pharmacy Services and the appropriate chain-of-command.
- Adheres to internal controls and reporting structure established for department.
- Performs other related duties as required.
Knowledge/Skills/Abilities
Excellent communication and interpersonal skills with a high degree of professionalism and competence in dealing with a variety of individuals. Ability to develop, organize, set, and accomplish goals. Technically competent knowledge of Pharmacy IS Systems, automated medication dispensing systems, physician order entry, and bar-coding applications. Ability to quickly implement change as required by federal, state, and other regulatory agencies. Ability to analyze/evaluate data and make appropriate recommendations/decisions. Leadership and management skills to direct and guide others appropriately. Preparation and analysis of operating budgets and capital equipment evaluation. Effective problem-solving skills.

Budget Responsibility
Direct: $13.5 million in direct salary and M&O supervision Indirect: $50 million in pharmaceuticals
Decision-Making Responsibility
With the Associate Vice President of Pharmacy Services, sets strategic direction and goals for the department. Accountable for daily compliance with all regulatory and accrediting agencies and associated standards. Determines the department's operating needs. Allocates appropriate utilization of human, operating, and capital resources.
Work Environment
Standard office and warehouse environment. May be required to work within the confines of a prison, jail, or juvenile detention center. May be required to work after hours or extended hours during emergencies. May be exposed to such occupational hazards as communicable diseases, bloodborne pathogens, ionizing & non-ionizing radiation, hazardous medications and disoriented or combative patients or others. Security clearance is required; pre-employment drug testing is also required.
Required Education/Experience
Bachelor of Science in Pharmacy and master's degree (Master of Science in Pharmacy Administration, Master of Health Care Administration, Master of Business Administration) Six years related experience Licensed to practice pharmacy in the state of Texas OR Doctor of Pharmacy degree Four years related experience Licensed to practice pharmacy in the state of Texas Pharmacy residency
Preferred Education/Experience
Doctor of Pharmacy degree with a master's degree (Master of Science in Pharmacy Administration, Master of Health Care Administration, Master of Business Administration) Six years related experience PGY2 Health System Pharmacy Administration and Leadership Residency Experience with operating a 340B program
Salary is commensurate with years of relevant work experience.
