Hiring Range: $83,960 - $115,000. This is an exempt salaried position. Please note: pay rates are based on education, skill, experience level and internal equity. The Department of Community Resources (DCR) provides individuals and families with immediate access to a diverse range of Mecklenburg County Health and Human Services (HHS) programs and onsite community partner services through an integrated service delivery model in Community Resources Centers throughout the County.
Position Specific Information
The new Economic Mobility Division will focus on providing excellent workforce development opportunities and outcomes for the residents of Mecklenburg County. Our programs will empower individuals and families to enhance their financial well-being and achieve upward mobility.
We are looking for an innovative and strategic thinking Senior Manager who will report to the Economic Mobility Division Director with accountability for the following programs, services & associated staff and contracts -
•MeckSuccess - Comprehensive, community-based program aimed at fostering economic mobility, educational excellence, and personal and professional development for families with a two-generational approach
•WorkFirst Kinship Services - Supports caregivers of school-age children by addressing barriers that lead to poor school attendance, helping families meet the educational needs of their youth, and promoting overall family stability
•Economic Mobility vendor services and contract management
Position Summary
Position is focused on Economic Mobility and the designing, implementing, and overseeing of programs and strategy to empower individuals and families to improve their educational levels and financial well-being, achieve upward mobility and reduce economic disparities.
Location: 3205 Freedom Drive or other location as required. Charlotte, NC 28208
This is an on-site position. The selected candidate will support the Department Monday - Friday.
Essential Functions:
•Leads development, strategic planning and implementation for MeckSuccess and Work First Kinship programs
•Provides detailed reporting and data analysis measuring program performance, impacts and outcomes
•Carries out administrative duties overseeing day-to-day operations of programs, including budgeting, resource allocation, and staff management
•Collaborates with community partners on economic mobility, workforce development and educational supports
Mecklenburg County Community of Resources: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.
Minimum Qualifications
Experience:
•Minimum of seven years of experience in area of assignment and two years of supervisory experience
Education: Bachelor's Degree in Human Services, Education or related field.

Preferred Qualifications
•Proven ability to manage complex programs, budgets, and teams
•Excellent communication skills, both written and verbal, with the ability to tailor messaging for diverse audiences
•Current or previous leadership experience in education, child/family development, social services, or closely related area
•Extensive program management experience, ideally within a non-profit or public service setting, with a focus on workforce development
•Familiarity with relevant policy frameworks and legislative processes related to economic mobility.
•Previous experience with grant writing and local government social services / public assistance programs
•Master's degree in a relevant field (e.g., public administration, public policy social work, economics, human services)
