The City of Falls Church Department of Public Works (DPW) is seeking a GIS Manager to maintain the City's Geospatial Information System (GIS).
The City of Falls Church, Virginia, located less than seven miles from the heart of Washington D.C., is a unique and historic city. Falls Church is affectionately known as "The Little City" due to its small size and close-knit community atmosphere. Despite its small geographical area, Falls Church boasts a rich history and a vibrant community spirit, and is one of the most densely populated and fastest growing localities in Virginia. Situated between Arlington and Fairfax Counties, Falls Church takes pride in its independent spirit, small town character, environmental stewardship, and outstanding schools. With a population of roughly 16,000, the City is known for its urban village community, quality customer service, nationally ranked school system, environmental activism, and community activities.
The City of Falls Church is experiencing transformative growth in its commercial districts, where 1950s-era strip malls are being redeveloped with higher densities, a mix of uses, and walkable designs. Falls Church seeks to maintain a high quality of life in established residential neighborhoods adjacent to commercial districts through effective street design, traffic calming, and excellent government services. The Department of Public Works is responsible for maintaining the City's core infrastructure and providing basic services to citizens in support of this community vision.
The GIS Manager maintains and continues development of the City's GIS database layers, provides technical support to GIS users, develops user applications which facilitate spatial analysis, updates and defines new GIS layers, ensuring compatibility with the existing database, and collaborates with various staff and external customers.
Work will be performed under the supervision and guidance of the DPW Deputy Director.
Key Responsibilities: Calculates impervious surface square footages for annual stormwater utility fee billing, coordinating with the offices of Real Estate Assessment and the Treasurer. Utilizes GIS for Stormwater and Sanitary Sewer System asset mapping. Maintains GIS data for transportation, real estate, aerial imagery, elevations and City infrastructure. Performs quality control of all City geographic data and GIS-generated attributes. Creates mapping projects for non-users and complex maps for users as needed. Completes spatial analysis and data conversion projects. Updates Tax Parcel Viewer and addressing in coordination with Real Estate Assessment; Develops the system's map libraries and data dictionaries (metadata); Evaluates GIS application software and coordinates the implementation of related applications; Administrates staff permissions for ArcGIS Online and imagery viewer services. Assists in the development and implementation of a GIS Strategic Plan; Maintains the City's Geospatial Services website page and updates publicly available data and maps; Performs extensive queries in neighboring jurisdictions' historical land records system in support of various City Programs; Represents the City in regional GIS meetings; Supports the City's transition to NextGen 911; and Completes other related tasks as required. Qualifications Bachelor's degree from an accredited college or university or significant experience in with major course work in geospatial information systems, computer science, information systems, geography, cartography or related field; Possession of current Geographic Information Systems Professional (GISP®) certification or ability to obtain within one year of hire. Proven Experience as a GIS Manager or similar role; In-depth knowledge of ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and Database Management Systems; Significant experience in developing and maintaining an Internet-based mapping system; Some experience in computer programming and computer graphics; Proficient in collection, analysis, and interpretation of data. Ability to establish and maintain effective working relationships with colleagues, vendors, officials and citizens; Excellent oral and written communication skills; An equivalent combination of training and experience may be considered. Local government experience is a plus.
Hours
This is a permanent full-time position working 40 hours per week on site with some flexibility in hours. This position is eligible for partial telework.
Salary & Benefits:
Starting Salary $110,500-$122,500 per year, depending on qualifications.
