Job Title: Programmer HBITS Task Order: HBITS-07-14178 Agency: New York State Department of Labor (NYS DOL) Location: State Offices Harriman Campus, Building 12, Albany, NY 12240 Rate: Depends on experience Position Overview: The New York State Department of Labor (NYS DOL) is seeking a Senior-level Programmer for a 30-month engagement to support multiple divisions including Unemployment Insurance (UI), Division of Safety and Health (DOSH), and Division of Labor Standards. The programmer will provide support and enhancement of current systems, particularly within IBM's Service-Oriented Architecture (SOA) stack, and contribute to modernization projects for remote services and integrated employer services. This is a full-time position with 50% telecommuting allowed and requires strict adherence to state security and training protocols. Responsibilities:
Lead and mentor agile development teams in building and integrating modules for employer account financial systems Develop standards and best practices for SOA integration and guide developers in implementation Provide mentorship to state staff on advanced programming concepts and SOA architecture Design and document database models (conceptual and logical) Analyze and develop services and business processes using SOA, SCA, and Web Services (SOAP/REST) Build and integrate J2EE/SOA-based software using tools like WID, WPS, Integration Workbench, MQ Workflow Develop and validate WSDLs, XSDs, service-oriented activity and sequence diagrams Implement business rules with WODM and develop transactional logic using Hibernate Develop complex SQL and PL/SQL queries for Oracle/DB2 Perform unit/integration testing and resolve technical defects Create technical documentation through the entire SDLC Evaluate emerging technologies through POC and POT initiatives Qualifications:
5 years designing Java EE composite applications using SCA, EJBs, and Web Services (SOAP/REST) 2 years experience working in Agile teams developing complex SOA systems using JEE; includes mentoring and QA leadership 2 years experience using JSF development and JavaScript 5 years using IDEs such as Eclipse, RAD/IID, or WebSphere Message Broker 5 years experience using tools like MS Visio to create or interpret UML diagrams, activity/sequence diagrams, and service models 2 years working with IBM's ESD tools such as WBM, WPS/BPM, WID, and BPEL 5 years experience developing and troubleshooting complex transactional SQL and PL/SQL queries in relational databases (Oracle/DB2) Preferred Educational Attainment: Bachelor's degree in Computer Science, Software Engineering, or a related field Required Documentation:
